CIVITAS DESTINATIONS - European islands as testbeds of innovative mobility solutions for citizens and tourists alike Tourism and Mobility – Rising markets and new trends Rising Tourism – 13 million more tourists will visit Europe every year between 2018 and 2030; increasing mobility needs; Rising of Urbanisation - By 2050, more than 82% of people in Europe will live in cities, compared to 75% now; increasing of mobility needs; New trends: Digital Era - Growth of ITC solutions & apps Shared mobility options/ mobility resources Attractive Public Transport options High dependence on private car and individual mobility options; More efforts needed to increase the sustainability of transport at touristic destinations.

CIVITAS DESTINATIONS - European islands as testbeds of innovative mobility solutions for citizens and tourists alike Transport Sector - Energy impact EU 33,3% of energy consumption is from the Transport sector. 82,5% from Road Transport Significant opportunity to reduce energy consumption in the road transport sector in our cities. Need to forge a new framework for cities and urban development. The energy consumption of transport has been decreasing since 2007 at EU level (-0.8%/year), which contrasts with the previous period (+1.5%/y from 2000 to 2007). According to UNTWO, Tourism is estimated to account for 5% of global atmospheric CO2 emissions.

CIVITAS DESTINATIONS The Project in a nutshell
The project aims to built up an integrated approach to address Mobility and Tourism Testing balanced strategies to face the rising challenges of these two growing sectors and to achieve sustainable development and a better quality of life in touristic destinations. Implement a set of mutually reinforcing innovative mobility solutions in 6 regional laboratory areas. The project gathers 29 partners from 12 European countries, plus China. 1st September 2016 to 31st August 2020. Budget of 19.9 M€ (17.8 M€ of EC Contribution.

CIVITAS DESTINATIONS Project Objectives
Aims to demonstrate and evaluate integrated packages of measures for enhancing sustainable mobility in small and medium cities facing a high touristic demand. Change the mind-sets of all stakeholders involved in the “mobility for growth”. Demonstrate a set of complementary mobility solutions combining newly emerging technologies, policy-based and soft measures with a strong replication potential. Deliver sustainable mobility strategies at the destinations. Macro-objectives: Reduce emissions / increase air quality; Reduce energy consumption; Improve overall urban accessibility; Enhance social cohesion; Improve cost effectiveness and integration of transport and mobility services

MAD 7.1 Electrical vehicles and clean fuels for PT and urban fleet E. CityGold electric bus of CaetanoBus - The prototype operated in 10 different PT services of 3 PT operators in Madeira and Porto Santo. Mini electric bus Karsan Jest Electric - The mini electric bus operated in 2 days experience in the center of Funchal and the Rabaçal road (22 completed trips). Technically feasible; Cost-effective and environmentally advantageous VS Diesel; Relevant experience for fleet renovation strategy with a fully aware method. MAD 4.1 – Promote the uptake of clean vehicles by fleet operators The Regional Environmental Agency (AREAM): Campaign of incentive schemes for the acquisition of EV; Negotiations to install more e-charging stations - 7 EVCPs are installed; Government incentives for the acquisition of EV.

LIM Electric car sharing connecting Limassol -airports-ports Creating 7 stations for EV sharing, shelters for the parking with EV chargers; Signage for new electric car sharing option at six locations. LIM Promote the uptake of electric vehicles Implementation of electro-mobility campaigns to raise awareness about the electric modes and their positive impacts and installation 6 EV chargers LIM Promotion and creation of network for collecting of used cooking oil (UCO) Network for collecting the used cooking oil (UCO) of the hotels and restaurants to recycle it and used it as a sustainable biodiesel production in the mobility sector.

RET Uptake of electric vehicles by fleet operators The city launched the first public EV charging stations and foresees incentives for fleet operators to boost the interest and demand for EVs. RET Cooperative mobility - Business case on UCO to biodiesel chain-demonstration Define an operational scheme for implementing the full UCO-to-biodiesel chain. Expansion and improvement of the used cooking oil (UCO) collection system. A small-scale autonomous production will test the transformation of collected UCO to biodiesel. RET Introducing electric vehicles for PT Electric car - Used by the Technical Services department of Municipality and serves as a moving advert and promotion for e-mobility; Mini e-bus - Accessible to people with disabilities. Serve a pilot route to connect the city centre with the main parking facilities and the city beach.

CIVITAS DESTINATIONS Elba
ELB EV legislation revision and charging infrastructures in Elba Development of a common guide for fostering the use of clean vehicles (EV and PHEV (hybrid vehicles). Will include: information about parking, circulation in the LTZ, localization of charging points and mode of operation. Moreover 21 charging stations will be installed in some key points. ELB 4.1, ELB 4.2, ELB 4.3, ELB 4.4 - Shared ELBA Mobility Agency The project builds up an innovative approach to address mobility and tourism, integrating shared mobility services with local PT.

CIVITAS DESTINATIONS Malta MAL 2.2 - SUMP Award
Transport Malta shall disseminate the how-to’s of compiling a SUMP with other Local Councils and Regions through a series of workshops. Following this, a competition was launched inviting Local Councils to propose measures which can be implemented within their locality in order to promote and encourage sustainable mobility. MAL Promoting sustainable mobility among tourists Preparing an app that integrates different intermodal transport including information on scheduled bus services and the ferry network, and the touristic information of main points of interest.

CIVITAS DESTINATIONS Las Palmas LPA 4.1 - Public e-bike system
Implementation of a new public bike system with 40 new bike stations (5 of them are smart totems placed at touristic areas), 520 anchor points, 20 e-bikes, 375 conventional smart bikes and 2 adapted bikes accessible for the physically impaired people. LPA Fast charging EV Purchased 3 e-vans that allow them to promote e-mobility Installed 6 charging points in public parking facilities. LPA Electric/ Hybrid buses in the urban bus fleet Three hybrid buses were purchased in order to replace oldest Diesel vehicles. The aim of this measure is to contribute to a reduction of fuel consumption and greenhouse gas emissions.

CIVITAS DESTINATIONS Leassons learned
Sustainable Mobility achievable through integrated packages of measures. Implement solutions around something that already exists and has been proven to work, other than developing a solution from scratch. More awareness actions and more involvement with the stakeholders to avoid that social resistance. The involvement of stakeholders is crucial to build solid institutional relationships to define policies that can articulate mobility and tourism sectors.

CIVITAS DESTINATIONS Conclusions and ideas
There is a large potential cooperation between the local mobility and tourism sectors; Satisfaction of tourist must be always the core of common action. With DESTINATIONS Project, it has been possible to tackle the energy efficiency of the transport system towards more Sustainable Mobility; Need to bridge local actions to Global effect in direct way with serious INCENTIVES and LOCAL COORDINATED REGULATION (enforcement needed) Integrated working groups connecting tourism specialists with mobility technicians deliver common strategic long term plans.
