September 2014 doc.: IEEE /1231r0 September 2014 Guiding Principles of the Standards Process Due Process Develop, publish and follow procedures Openness All materially interested parties have access to the process and information Consensus Goal is agreement among the majority. For technical matters this means 75% Balance Representation from members of all materially interested parties • Due process means developing procedures, making them publicly available, and following them. This also means that you need to know the procedures of the IEEE-SA Standards Board, your society, and your technical committee. • Openness ensures that everyone has access to the process. This is accomplished by making sure that all interested and affected parties can participate in your working group and that all actions are publicly available. • Consensus means the majority agrees on an issue. While mostly employed during the balloting process, consensus can also be used to help resolve contentious working group issues as well. • Balance is used during the balloting stage of a draft standard. It is achieved by composing a balloting group that includes a balance between the basic categories of producers, users, and general interest. • Appeals can be made at any time in the process—even after approval of the standard. In the IEEE, appeals can be technical (which is heard at the Sponsor) or procedural (which is heard at the Standards Board). Matters of procedure in (where not described by one of the higher documents in the hierarchy) are decided by the WG11 chair. These WG11 procedures are described in the WG11 operations manual. If you are new to standards development or new to WG11, do not despair! Day to day rules can be learned by observing and participating in the WG. If you are unsure about the operation of some procedure in WG11, speak to one of the WG officers or the officers of its subgroups. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. Keep your contact data in this area up to date. The membership records are updated using this information after every session. If you change affiliation, you need to go to “MyProject” under “Manage Activities” and check/update all groups that you have attended in the past or declared an interest in so that they have the correct affiliation. Notifying the officers of a change is not sufficient, as any local changes to the membership records will get overwritten with data from MyProject after every session.
