We do NOT KNOW by name who are these two. Many suggest it is Moses and Elijah.

11. The words “standing before the Lord” [ESV, KJV, ERV) in 11:4 is histēmi in the Greek.
Histēmi in the Greek can mean: abide, covenant, symbolically to continue, utterly prostrate, inactive…

12. Where can one justify that these two witnesses are inactive standing before the Lord.
