The goal of the webinar is to provide updates on the Data Pipeline and current and upcoming collections. These webinars also provide a forum for districts, BOCES, and Administrative Units to have questions answered about Data Pipeline. 4 What is PII? Student Personally Identifiable Information (PII) is defined by state and federal laws as information that, alone or in combination, personally identifies an individual This includes direct identifiers (i.e. name, SASID, etc.) Includes information that when combined is identifiable Colorado’s Student Data Transparency and Security Act introduces a number of new requirements for how Student PII is collected, used and shared CDE has prepared guidance on how to comply with this and other privacy laws which can be found here:

5 How to Share Data Check local policies for restrictions, requirements, etc. Ensure that you are following local policies when transmitting PII to any third party Use secure methods to transfer any PII to CDE Call CDE ( ) with questions about how to transmit PII securely Use Syncplicity to encrypt s to CDE Avoid sending PII via unencrypted or to unsecured faxes when sharing data between or within districts Do not use PII in trainings, presentations, etc. Do not share PII with unauthorized individuals Do not share passwords

13 Discipline Demographics Pre-population LEP Fix
Errors with LEP counts within the Discipline Demographics file Upon investigation, this affects 103 of 563 elements submitted CDE will resubmit the entire file on Friday morning March 8th Some districts may have already begun working on any of these 563 fields and possibly fixed these LEP errors Let us know by 5:00 pm Thursday, March 7th if you DO NOT want CDE to replace the file for your district Contact Jan Petro at Otherwise, if we do not hear from you, the Discipline Demographics file will be resubmitted Friday Thank you for understanding!

19 WIDA ACCESS for ELLs SBD
WIDA ACCESS for ELLs is the English Language Proficiency assessment Only students classified as Non-English Proficient (NEP) or Limited English Proficient (LEP) should take the WIDA ACCESS Students may take the test in all grades K-12 There is an Alternate version used for students with severe cognitive disabilities The testing window starts in January so the data clean up is earlier than other state assessments

Please read through the SBD File Layout and Definitions document before you begin SBD Any changes from the previous year are highlighted The document begins with a table of all fields included in the SBD layout Position in the file Field name in the file header Valid values Updateable or not

24 Business Rules and Failsafe Template
Lists all the active business rules for the collection Includes Errors and Warnings Includes message text and additional information on clearing the errors Failsafe Template Template for submitting requests to move student records to a different district This should only be used from students who moved during the testing window. If they moved after the testing window the student data should remain in the district where the student tested

26 There are 4 cluster fields, one for each test domain
Test Cluster WIDA ACCESS for ELLs has tests based on grade clusters rather than a specific grade There are 4 cluster fields, one for each test domain Each cluster field contains the test taken by the student for that domain If the Cluster field is blank it means that the student did not complete that cluster This will mean that the student will not receive an overall score There is NO PARENT OPT OUT allowed for WIDA ACCESS

28 Missing Clusters on Duplicate Records
Sometimes students will have a complete assessment that crosses multiple records This is usually caused by misbubbled information on paper tests If the Grade or SASID on a paper test does not match the student record in WIDA AMS it will create a second record Make sure the SASID and grade match across the records and they will be merged by DRC after SBD DO NOT INVALIDATE EITHER RECORD!

Do Not Score Codes WIDA ACCESS for ELLs does not have a participation component in Accountability Do Not Score codes are used to prevent DRC from creating a score for the student or for record keeping purposes There is a separate code for each domain There are four possible codes ABS – Absent INV – Invalid DEC – Declined SPD – Withdrew/District Ed Services/Took other assessment

30 How to use Do Not Score Codes
Absent (ABS) Used only for students who were absent for the entire testing window but did not withdraw from the school Invalidation Even if the student complete some of the test it was not valid and should not be scored Used for ANY misadministrations or situations where a student test is interrupted and not completed Also used if the student took the incorrect test for their grade or is not actually an English Learner

Declined Student refused to test THIS IS NOT PARENT EXCUSE! SPD For BOTH General and Alt Students who withdrew from the school or district during the testing window and were not able to finish Students who are homebound due to illness or injury and receiving instruction through District Education Services For Alternate Only Students who were given the general assessment, but should have received the Alternate assessment They should have another record with an Assessment Type of ‘A’

34 Budget Planning & Reporting Survey
CDE is required per statute to review fund usage prior to the release of READ per pupil funds Districts are required to submit budget planning information for the upcoming budget year to CDE prior to receiving READ Act funds in August The READ budget planning survey will consist of five, Yes or No questions that will be collected at a district level and submitted in addition to your district’s READ data file

40 2018-19 Budget Planning Survey
The survey can be submitted at any time throughout the collection; however, it is encouraged to submit the survey as soon as possible even if READ data file is not finalized Survey may not have blank questions, but users will be able to save the survey questions already answered and come back to survey at a later time to complete User must have REDLEAUSER user role for completing and editing the survey and the REDLEAAPPROVER role to finalize and submit the survey to CDE User must click the “Submit” tab to finalize the survey Programs submitted in the “other” category that have previously been reviewed by CDE will not be reviewed

41 2018-19 READ Collection Timeline
March 1: READ collection and budget survey soft open – districts can submit beginning READ files and budget planning surveys April 1: READ collection opens June 14: Deadline to submit READ data file & budget planning survey to CDE – all submissions are finalized and locked June 21 – July 1: Districts work with each other to clear duplicate SASIDS July 1: Deadline to resubmit data files with duplicates removed and READ collection closes READ Verification forms is due by July 5: Signed by Superintendent August 12: Distribution of READ funds

42 IDM Roles Before you do any loads to Data Pipeline, ensure you have the correct roles: For uploading and editing the READ file: Submit and Modify Role REDLEAUSER For uploading, editing and submitting READ file: Approve Role REDLEAAPPROVER Same roles apply to submitting the Budget Planning survey This is the group of people who will receive all communications for the READ collection through our listserv You will need to ask your Local Access Manager (LAM) for the necessary rights if you do not have them Please contact the READ collection manager (Whitney Hutton) if you do not know your LAM to obtain this information
