PLAGIS Highlights Thomson Reuters and Teqbridge teams configured and implemented the Land Administration solution in ten (10) months in 2014. Additional works done by Aero-Photo and Teqbridge teams to provide the spatial database (geodetic reference, ortho photos (urban & rural) and mapping (urban)). Constant Change Management program provided by Thomson Reuters and Teqbridge teams to get MLSTP personnel ready to move from a paper based service system to an ICT based solution. A simple, secure, efficient and accountable land registration system integrated with the inventory of the land parcels is an important factor to the financial, construction, realtor and housing sectors to build the confidence necessary to invest in the land development in Plateau. We need to elaborate around this image  Better land registry system is translated in an improvement of land market indicators

Weak institutional and legal framework Inadequate and qualified manpower for the project Precarious infrastructure –power, network, internet , etc. Frequent staff deployment Endemic bad practices Severe security concern – constant ethnic and religious clashes SUCCESS FACTORS Recognition as a revenue generator Streamlined registration processes Efficient and reliable system that protects rights and issues bankable titles Transfer of skilled technology and improved process knowledge to the locals Geographic information sharing among diverse MDAs in Plateau State. Friendly and efficient service to the public The idea is to describe the challenges during the implementation, after commissioning and current issues with the government  SUCCESS FACTORS: How we were able to convince the government?

LESSONS LEARNT FROM PLAGIS IN PLATEAU STATE Technology is a good tool to enhance services Local partners are key to understanding the client Legislative and government framework need to be in place and flexible Revenue generation is fundamental to maintaining the solution in place. In–country involvement with client is crucial Regime change Corruption (Transparency not desired) Instability – social or economic - lack of diversification Entrenched interest & staff unwillingness Staff needs government support Critical to ensure all records digitized before exit Head of the institution must be focused, exemplary and above board We need to elaborate around this image  Better land registry system is translated in an improvement of land market indicators
