KENGEN’S CHALLENGES TOWARDS COMPLIANCE TO THE REVISED GRID CODE
JOH-KGN JvW-X1 My presentation seeks to discuss the potential challenges and opportunities that KenGen might face while in the process of adopting the new Kenya National Transmission Grid Code (KNTGC) and the Kenya National Distribution Code (KNDC) for the operation and maintenance of Kenya’s electric power generation, transmission, and distribution systems. KENGEN’S CHALLENGES TOWARDS COMPLIANCE TO THE REVISED GRID CODE Presented by: Kaarinah M'Masi 2018 G2G INNOVATION SEMINAR, PRIDEINN PARADISE HOTEL 18TH JUNE - 22ND JUNE 2018

Composition of an Electric Grid
4
What are the challenges of an Electric Grid
Power Blackouts Damage to equipment and Injury /loss of human life Poor Power quality
5
Major Participants in the Electric Grid
JOH-KGN JvW-X1 Major Participants in the Electric Grid OTHERS;Large consumers and A person who holds or is deemed to hold a license under the Act Remba Island The Commission Responsible for administering the Grid Code(ERC) The System Operator Responsible for maintaining power system security and for arranging the dispatch process. Electric power producers KenGen(70%) IPP’s(30%) Public electricity suppliers Ketraco, Kenya Power
6
Understanding the Grid Code
JOH-KGN JvW-X1 The Codes has already been approved by ERC commissioners and awaits gazettement even as various participants are being assessed to confirm their readiness for the enforcement a description of specific duties and responsibilities for all parties involved in electric power system generation, transmission and distribution that includes public and private sector participants. Understanding the Grid Code is a set of documents that legally establishes technical and operational requirements for the connection to and use of an electrical system in a manner that will ensure reliable, efficient and safe operation, The Grid code has been split into two; Kenya National Transmission Grid Code (KNTGC) and Kenya National Distribution Code (KNDC).
7
Grid Code Compliance Journey
JOH-KGN JvW-X1 Grid Code Compliance Journey Currently, the revised Grid Code is in the process of being operationalized and ERC requires each utility to carry out the following:- Acquaint with the revised Grid code (Transmission and Distribution) to know the requirements Self-Assessment to the requirements of the revised codes; a) To determine compliance- by 31st Dec2016 b) To seek derogations-by 31st may 2017 Submittal of Documents to ERC

TRENDS AND PROGRESS TOWARDS COMPLIANCE
What are the activities carried to ensure compliance… Grid Codes dissemination workshop(24th – 26th April 2017) Preliminary submission of KNGTC & KNDC Compliance spreadsheet tools(18th May 2017) Feedback & clarifications on submitted documents(1st September 2017)

TRENDS AND PROGRESS TOWARDS COMPLIANCE Cont.
JOH-KGN JvW-X1 TRENDS AND PROGRESS TOWARDS COMPLIANCE Cont. what are the activities carried to ensure compliance… Further feedback & clarifications on submitted documents(16th October 2017) Final Submission of KNGTC & KNDC Compliance spreadsheet tools and supporting documents(18th October 2017) Nomination of KenGen officers for appointment to the KNTGC & KNDC Review Committee(11th September 2017)

11
What challenges are affecting full compliance?
Classified as; Estimated length of time Magnitudes of investment required Organizational resources required
12
Functional Areas Requiring Resource Investments
Business Processes(BDD)-Development of business processes and management and organizational procedures Maintaining (N-1) Reliability Criteria Information Systems(F&ICT)-Development of IT systems for managing business, technical data and information Cyber Security- Confidentiality, Integrity, and Availability of the Electronic Communication System Commercial Agreements (R&CA)-Revision or re-negotiation of commercial agreements for consistency with codes Compensation of Ancillary Services Connection Agreements
13
Functional Areas Requiring Resource Investments
Operational Procedures(OPS)-Development, implementation, and documentation of operating procedure for system control -System Operator Training- Responsibilities and the Minimum Acceptable Requirements -Grid Code Review committee Representation to include diverse generation modes e.g. Solar -Provision of Ancillary Services. -Follow up on declared derogations and mitigation Measures Governance(CS&L)-Interpretation of penalties, harmonization of the PPA -Determination on severity of non-complince, instances of repeated and deliberate non-compliance
14
Need for Compliance to the revised Grid Code
Other than just Compliance what other is of Benefit to KenGen? . 1.Avoidance of the charges and monetary penalties due to non-compliance. 2.Guaranteed revenue flow from affordable power that allows imports and exports whenever there is Power Excess or Deficits 3.Grid Stability 4.Quick delivery of power plant Projects due to established regulations for planning, connection and operation requirements
15
Need for Compliance to the revised Grid Code Cont..
Other than just Compliance what other is of Benefit to KenGen? . 5.Faster restoration of the power system in case of any unplanned disturbance to the system 6.New Revenue Streams- Energy park, ancillary services. 7.Improvement of our PPA’ 8.Direct benefit to “Wanjiku”-lower tariffs, sufficient and reliable energy 9.Anticipated commissioning of the intermittent wind and solar impacts compliance.

RECOMMENDATIONS ON HOW TO ADDRESS THE CHALLENGES
JOH-KGN JvW-X1 RECOMMENDATIONS ON HOW TO ADDRESS THE CHALLENGES ( amount depending on the type and the level of noncompliance) How do we ensure KenGen’s Compliance to the requirements of the Grid Code (KNTGC & KNDC) and the deadlines set out by the Regulator (ERC) How to demonstrate Compliance Continual Self-reporting. Applications for Derogations and Supporting documents Formation of awareness workshops Holding a stakeholders meeting Formulation of technical procedures on coordination with relevant stakeholders during blackout and black start procedures-Centralized Command Centre Limitation of not complying monetary penalty for the noncompliance situation Imposing of sanction from ERC from Derogations Dented public image
17
JOH-KGN JvW-X1 Conclusion KenGen As the market leaders in Power Generators, should principally assist in defining the rules by which safe and efficient system of electricity generation, transmission, distribution and supply should be established and maintained subsequently living up to its vision of producing Electricity which is efficient, cost-effective and competitive in the industry. The two Grid Code standards once operationalized shall play a major role in the successful penetration of renewable and conventional energies in the power grid. The benefits of the Code is inline with KenGen’s Horizon II and G2G Transformation strategy. Improvement of the PPA’s and Tariff regulation, optimization of future plants and guarantee high returns of the current plants. Ancillary services is an avenue for KenGen to start demanding compensation by Kenya Power.
