3. Executive Order 13
Offshore Wind Working Group established “to study how Delaware can participate in developing offshore wind, identify ways to leverage the related economic opportunities, and make specific recommendations for engaging in the development of offshore wind for Delaware.”

4. Offshore Wind Working Group
The Working Group met six times from October to December 2017
Two public comment sessions were held November and December 2017
Memo to the Governor sent December 15

5. Progress to Date: December 15 Memo
No immediate procurement
Several options deserve further consideration:
Large scale purchase
Incremental commitments to future projects
Wait until more developers propose projects in the mid-Atlantic region
Evaluate other renewable resources in lieu of offshore wind

What are the benefits and costs of developing supply chain opportunities?
Is Delaware able to take advantage of the benefits of offshore wind without directly investing in an offshore wind project?

What are the differences in avoided emissions impacts between land-based wind west of Delaware and offshore wind?

Delaware has limited buying power, but significant locational advantages for supply chain
