Sustainable Infrastructure
UNOPS is mandated to be a central resource for physical infrastructure development for the United Nations system and its partners, including governments and multilateral organizations. On 20 December 2010, the UN General Assembly adopted a resolution which “reaffirmed UNOPS’ mandate and highlighted its role as a central resource for the UN system in procurement and contracts management, as well as in civil works and physical infrastructure development, including the related capacity development activities.” Our expertise & services in Infrastructure: Assessments Design and planning Construction management Operations and Maintenance Advisory services

UNOPS Ethiopia Operational Hub
Ethiopia Office was created in 2009 as a project office. In April 2014, the Ethiopia Operational Hub was established, and mandated to look after Ethiopia, Sudan and Djibouti, as well as representing UNOPS at the African Union. AREAS OF FOCUS: UNOPS is working to establish new partnerships with the government and UN organizations in the area of sustainable infrastructure. This includes provision of capacity development support on urban planning, design of structures & buildings, community infrastructure projects, and advisory support for creation of industry parks.

UNOPS Experience in Ethiopia on Infrastructure
UNOPS assisted the World Food Programme (WFP) with building a sub-office in Semera, the capital of the Afar Region. The sub-office includes offices, a guest house with ten rooms, a fuel dump and leveled car park. The project took 19 months, and was concluded in 2015. UNOPS takes into account social and economic considerations in its work. We ensure that designs take into account gender considerations, and needs of persons with disabilities. We generate local employment for men and women, use local materials. UNOPS conducted study and assessment of the Dolo Ado airstrip with an objective to provide a technical evaluation, as well as practical recommendations for long-term solutions to remedy chronic issues. The airstrip plays a key role in delivery of life-saving aid and assistance.

UNOPS Experience in Sudan on Infrastructure
Basic Infrastructure: On behalf of the UN Country Team, UNOPS works as the lead agency in the area of roads and transportation, and coordinates with the Ministry of Roads and Bridges. Bridge construction: A pedestrian bridge was constructed and handed over to the local authorities in El Daein in October 2014, funded by UNOCHA. Before Construction of Schools and Clinics: UNOPS implemented in partnership with UNAMID the rehabilitation and construction of 3 primary schools and two health centres, including four accommodation buildings for teachers and doctors. UNOPS Experience in Sudan on Infrastructure
Darfur Urban Water Supply Project: Funded by the UK Department for International Development, the project contributed to improvement of sustainable water supply to urban areas of El Fasher, El Geneina, Nyala & Zalingi through improvement of water supply facilities and equipment, as well as capacity building of Urban Water Administrations. UNOPS has provided technical guidance and support and improved partnership and coordination among stakeholders. Awarded UNOPS Project of the Year in 2015 ! Rehabilitation of Water Treatment Plant: The project funded by Japan focused on the rehabilitation of the water treatment plant in El Fasher in December The plant provides clean water up to 2,250m3 per day and increased the capacity of the town water supply system, serving for the whole urban population.

PREQUALIFICATION OF CONSTRUCTION/WORKS SUPPLIERS
Aim: Create a short-list of qualified construction/works suppliers for future collaboration UNOPS ETOH is seeking to establish a short-list of suppliers through this pre-qualification exercise to work with in the future on infrastructure projects. Regular meetings and discussions will be held with the short-listed companies to develop a strong working relationship. This will allow UNOPS to ensure that international standards in construction, including health, safety and sustainability standards, are implemented in full in projects.

PREQUALIFICATION OF CONSTRUCTION/WORKS SUPPLIERS
Process: The pre-qualification exercises focuses on identifying capable and qualified contractors in the country without looking at technical details or costing of specific projects. As per project requirements, 2 separate pre-qualification exercises are being conducted. Separate short-lists will be prepare for Grades I-III & Grade IV. Invitations to Bid (ITBs) or Requests for Proposals (RFPs) will be issued to pre-qualified companies when a specific request for construction works is received in the coming months.

Way Forward: Minutes of this meeting will be shared with all participants, and posted online on UNGM. Deadline for submission of Pre-Qualification: 27 April Ensure that you have filled out all the forms and schedules (Annexes D to H) in full. Otherwise, your submission cannot be considered. Submit your documents either by sealed envelope to our office or via the secure tender address. We will be communicating with suppliers who were pre-qualified within 2-4 weeks.
