3 Certification by Local Educational Agency
Local Educational Agency (LEA) – is defined by 20 U.S.C as a public board of education or other public authority legally constituted within a state for either administrative control or direction of, or to perform a service function for, any public elementary or secondary school in the state. It can also refer to such combination of school districts or counties as are recognized in a state as an administrative agency for its public elementary or secondary schools. Local school districts are often referred to as LEAs in grant or funding documents. LEAs are responsible for all certification (eligibility determinations) and verification activities.
