City of Portland, Maine LED STREET LIGHT and SMART CITY PROJECT OVERVIEW September 21, 2017

Background: Most cities in the United States obtain their Street Lights through their local utility and pay for them out of their operational budget While lighting technologies have evolved over time, most street lights have the following in common: Use a lot of electricity Fail often (every 2-3 years) Require a maintenance contract with the local utility Portland spends over $1.1M per year for street lights

The Opportunity: LED technology is the most cost effective street lighting solution. The ME Legislature passed legislation allowing cities to purchase street lights from Central Maine Power and convert them to LED Staff worked with TCS & Bernstein Shur to negotiate a P&S agreement for the CMP owned lights. The value of the existing lights is determined by a formula mandated by the ME PUC. Cost to buy out our lights ~ $590,000

How Portland saves money:
Currently, the cost of streetlights has 3 components: Electricity supply – Next Era, Constellation, others Electricity distribution (sending it across wires) – CMP Rental of lights and equipment, maintenance – CMP Once Portland purchases the lights and upgrades them to LED, we will be saving: 2,648,357 kilowatt hours saved Savings in lighting rentals and maintenance from CMP Overall, we will save almost $1M per year $ $ $ =
