2 7/22/2019 Purpose The purpose is to provide progress report on the stockpiled applications in respect of Policy and Procedure on Incapacity Leave and Ill Health Retirement (PILIR). To provide an update on current PILIR applications.

3 Progress in dealing with stockpiled PILIR
applications 7/22/2019 The initial Health Risk Manager’s contract expired on the 31 December 2012, subsequently 21 PILIR applications were received for period 1 January 2013 to 31 October 2013 which were recorded in a register and kept. A communiqué was received from DPSA dated 19 September 2014 wherein the appointment of Metropolitan Health Risk Management (MHRM) was confirmed. Subsequently, a workshop was held on 20th of November 2014 wherein DPSA provided guidance on how the Departments should deal with stockpile applications.

7/22/2019 In December 2014, all 21 stock-piled applications were packaged and submitted to Metropolitan Health Risk Management (MHRM) for assessment. It should be noted that MHRM was given until 31 March to finalise all the stockpiled cases (as per the DPSA’s Directive). To date, no feedback on the 21 stock-piled applications has been received by the department.

5 Progress on current PILIR Applications (continued)
7/22/2019 On the 01 November 2013, SOMA initiative was appointed as the Health Risk Manager to process all PILIR applications. Between 1 November and 05 March 2014, 111 PILIR applications were sent to the Health Risk Manager. The breakdown thereof is as follows; 85 applications were for short-term incapacity (30 days or below); 21 applications were for long term incapacity (above 30 days) 5 applications were for Ill health. 45 applications are still being assessed.
