4 Vision “To create an enjoyable, productive and challenging environment that delivers the highest quality emergency services to the CERN community and supports the enhancement of Fire and Rescue Service operations and technics” 24-Jul-19

5 Mission Support, in close collaboration with other HSE groups, CERN in emergency preparedness and response Provide, in collaboration with the relevant services and in accordance with agreements between CERN and its Host States, a fire and rescue service, 24 hours/7 days a week, in order to protect the physical integrity of persons, and to minimise any damage to the environment and property avoiding disruption of CERN’s activities In the event of an Incident, represent CERN in contacts with its Host States and corresponding third parties 24-Jul-19

The organisational structure needs attention: Reconnect Watch Managers (WM) into management and content of the work Crisis management and incident command need to be strongly bonded with the organisational structure and the departmental needs The operations of CFRS need attention: CERN FB is an «industry» FB and not a «town» FB Define to what level we do things (train, equipment, exercise, etc) Change the poles to ‘areas of operations’ (or CFRS ‘fields of expertise’) to manage CERN risks Realign these areas of operation to enhance each other and connect them to the personnel, training and exercise, financial and material planning Areas of Operation and Fields of Expertise have their own ‘Expertise Management team’ that will be chaired by an Officer, WM and specified experts 24-Jul-19

8 Key changes New structure from pole based to skills based one, with clear operational and functional areas that support matrix management Focus on essential tasks of CERN Fire and Rescue Service Development Needs Analysis (DNA) for training and recruitment plans Review of the shift and working patterns to support new structure Delegate and increase responsibilities to achieve common goals Continue innovation, research and development of new practices and equipment lead be Subject Matter Experts (SME) in cooperation with internal (teams) and external stakeholders to an agreed and sustainable level 24-Jul-19

ALS SECTION SCR SECTION ADVANCED TECHNICAL SECTION 7(8) years (5+2/5+3) CORE FIRE SECTION Training to join specalist section Training to join specalist section The training (exercise, personal development, …) is not enough developed, this is the main reason of the failure of our organization, FB. It (training) should be the first activity during working hours (Shift+d8). We could define a training path for the new recruit all along his career in FB. He/she can be selected with general fire fighter profile, and trained, specialized to join ALS or CONTROL section. We can use extension to have time to prepare them properly.
