Intention To all Property Owners of Yellow Cliff and Hope and Carton Hill: We would like to encourage all property and land owners to review the attached slides to understand which areas of road will be improved in We utilized the Hope and Carton Hill Road Management Plan dated January 2013 as a guide to our road improvement plans. Please pages for examples of water bars and water runoff control measures. (swales) along with each measure that could used to fix our roads, this document is on the webpage. Our intention is to divert water off the roads to preserve the dirt making each grading more effective and last longer. We have three pieces of road to be considered at this time: The first area to consider is the middle of Coral Reef Trail from plot 36 to plot 41. The second area is lower on Divi Divi Trail from plot 48 to 50. The third area is Yellow Cliff Trail between plots 13 and 19.

Middle Coral Reef Trail Southside Runoff
Improvements to this might include a concrete water runoff (swale) 6-8 inches wide and at least 6 inches deep.

Upper Coral Reef Trail Improvements to this area may include water bars (open-top culvert 4-6 inches wide and deep) which run diagonally across the road to push water to the south side where the possible new concrete swales will be.

Lower Divi Divi Trail Improvements to this will include multiple water bars that feed to a concrete swale. This piece of road also needs to have the eroded blacktop and concrete pulled up and the road graded.

Lower Yellow Cliff Trail
Most of the old swales will be kept throughout our neighborhood to keep our costs low. This piece of old swale will need to be removed and replaced with a water bar.

Middle Yellow Cliff Trail
This area of road is eroded to the bed rock in most places. We will need to fill the old natural water runoffs in and using water bars every 150 feet to divert water towards the west where a natural water runoff exists.

Rain Garden This is an existing example of a rain garden within our neighborhood. It is an excellent idea for all owners to control runoff from your properties onto the roads. It’s an area for water collection surrounded by trees and grasses. It would be up to the homeowner to do this as it is not a part of the road improvement project by the HOA.

Other things to consider…
We will only be able to complete one section a year. The annual cost of these projects will range around 22,000 to 25,000 dollars. We would like to hear any and all comments to any of these ideas or ideas that you many have. Our intent is to pick one of the above areas to start and complete work in We will then begin another section in 2020 and so on until our roads are in the best shape they can be. Remember the purpose of these improvements is to control water runoff on the roads so we will not need to grade and maintain them as often.
