Common Foundational Structure: Strong district-level leadership and staff buy-in from the top down Prioritized social, emotional learning (SEL) Included SEL accountability measures in their school improvement planning processes Routinely utilized data to inform practices, including progress monitoring Ensured resources (i.e., programs, services and supports) were available across tiered levels of support An established system for identification and referral of students; and Strong school-community provider partnerships. Successful implementation of MTSS framework “pockets of excellence” had something in common: a foundational structure. thus enabling them to successfully create a system to not only address the academic needs of students, but also the non-academic barriers to teaching and learning.
