1 Government Policies and Political Processes – Foreign Policy, Diplomacy SS.7.C Differentiate concepts related to United States domestic and foreign policy. Why is it important to consider both the foreign policy and the diplomatic efforts of the United States when dealing internally (within the United States) and dealing with our fellow nations (outside of the United States? Essential Question: Foreign policy and diplomacy are tools that help keep peace in the world. Domestic policy means those things that happen within our own borders while foreign policy is used outside of our borders. Sometimes, we have to use the tools of domestic policy to convince a group to raise taxes for schools, roads, bridges, etc. Sometimes those foreign policy tools are used to mediate arguments between nations. The United States and many nations have use diplomacy to avoid war many times.

Diplomatic alliances Homeland Security Citizen protection Avoiding conflict Which action is an example of a domestic policy decision? The Senate votes to ratify a treaty. The president nominates an ambassador. Congress votes to increase the income tax. The president asks Congress to declare war. The answer to the first question is C. It’s the Senate’s job to ratify treaties or approve those appointed by the president. While the president indeed asks Congress to declare war, that is generally a foreign (outside of the US boundaries) decision. The correct answer for a domestic policy question is to increased income taxes. The answer to the second question is A, diplomatic alliances. People are posted all across the globe working for peace and progress in the world.

Please study this cartoon carefully. What do you believe might be a failure or a success of the picture? There is an important thing to notice in this picture about diplomacy and foreign relations. The League of Nations (see the sign) was proposed by our President, Woodrow Wilson. Many nations such as Belgium, France, England and Italy approved the treaty. The keystone (remember Roman and Greek architecture) is what held things together and made them strong. The US voted no, so there was no keystone to this treaty. It was the vote of the Congress that sank this treaty.

4 I do – Just the facts Domestic Policy happens at home (setting tax rates, regulating safety, determining academic requirements. Domestic Policy could be effected or changed by protests such as Black Lives Matter, LGBT demonstrations, etc. Foreign Policy happen overseas such as making an alliance, fighting a war or making a trade agreement. Foreign Policy might be changed due to rise in oil prices, one country declaring war on another The State Department manages our foreign policy. An ambassador is sent to countries we have relations with and live in the embassy. The embassy is considered part of the United States! The ambassadors usually take the lead in negotiations with the country’s they serve.

Alliances – Agreements between two or more countries to act together Allies – Countries that have treaties or are considered friends Ambassadors – Representatives of the State Department Diplomacy – Skill of handling relationships between states or nations. Diplomats – Officials who act as representatives between nations. Doctrine – A state of government policy, mainly in foreign affairs. These are important terms listed in the benchmark clarifications students should know. There will be a word document in the file for you to assist the children with guided notes.

6 Goals and objectives of Foreign Policy
Promote international peace and stability. Provide economic assistance to developing countries. Help prevent armed conflict or genocide around the world. Help to improve health, education and living conditions around the world. Protect the security of the U.S. Protect American citizens, their property, and investments abroad. Encourage other countries to trade with the U.S. Spread the American system of democracy and free enterprise Promote U.S. economic success and prosperity. This slide is important for students to understand what our goals and objectives are with our foreign policy. It will be available as a word document for students to complete as guided notes.
