Higher Education Cooperative for Hazardous Materials & Equipment Tracking (HECHMET) Denis Nelson Dan Langham Michael Ouimet Sharon Stasko

Agenda History of CRTI CRTI and HECHMET Why Inventory? Regulatory overview Future plans – business modeling Vertére Software overview Questions

History of CRTI (CBRNE Research & Technology Initiative) December 2001 budget Laboratory Clusters >Chemical >Biological >Radiological/Nuclear >Forensics (2005) >Explosives (2006) >Psychosocial (2007/08)

History of CRTI CRTI (CBRNE Research & Technology Initiative) PSTP (Canada/US – Public Security Technical Program) >CBRNE >Critical Infrastructure Protection >Surveillance, Intelligence & Interdiction >Emergency Management & System Integration CSS (Centre for Security Science)

History of CRTI-06-0318 HECHMET Universities already working on inventory system(s) >Budget management >Inventory control >Regulatory compliance >Due Diligence Introduction to CRTI October 2006

Importance to Universities Regulatory Compliance >Chemical Weapons Convention Due Diligence >C-45 & criminal liability

Importance to Public Safety Accurate inventory of hazardous materials (W5) >Current Project Chemicals >Future Project(s) Biological Radiological Hazardous/dual use equipment – import/export controls

Project structure Just Starting Accuracy of information Major issues >Security of information (physical & IT) >Privacy of information Availability and access

Regulatory Overview Chemical Inventory Regulatory Drivers Federal Chemical Weapons Convention, Controlled Goods, etc. Provincial TDG, Fire Code, WHMIS, etc. Various Compliance and Safety Programs first response, emergency preparedness, hazard awareness

Regulatory Overview Inventory in Scientific Research Labs Many labs have no inventory records Some Universities/labs use home grown recordkeeping Use paper or spreadsheets (excel, access) Typically a list of chemical names, quantities and locations Primary function is list materials on-hand Limitations No link to hazardous properties (toxicity, carcinogenic, corrosive, flammable, peroxide forming, etc) No information on storage compatibility Difficult to search or sort Information not readily extractable for University regulatory needs No standardized data format between labs/Universities Difficult to generate aggregate quantities Difficult to generate regulatory reports or identify hazards for emergency responders

Regulatory Overview Regulatory Benefits of HECHMET/Chemical Inventories Regulatory Reporting Accurate, timely consolidated reporting to regulatory agencies. More efficient use of resources when compiling reports Efficient tracking of chemicals of importance (flammables, designated substances, etc.) Material Safety Data Sheet Compliance Link to ChemWatch allows efficient management of MSDS in compliance with WHMIS regulations Training and Awareness A complete inventory improves employee and student awareness of the hazardous material in the workplace/labs. Ready access to hazardous properties, potential unique handling practice, PPE requirements improves safety. Emergency Preparedness Complete and accurate hazardous material information can be provided to first responders. Pre-planning of response based on hazardous materials identified in the inventory

Future plans Higher Education Cooperative for Hazardous Materials and Equipment Tracking $3.8 million funding from Federal Government over 5 years Concordia, Ottawa, Queens, RMC Vertére Inventory Control Systems - commercial partner

Advantages of HECHMET Inventory databases from Vertére, OttawaU, Concordia and Queens provided >Saves months of work for new participant Each hazardous material will have health and safety data assigned Supplier catalogues provided in system – supplier data linked Secure based on Canadian security standards – 10 levels of security

Future Business Plans Develop business model to allow other Universities to participate University of Ottawa to host software and operations Structure might include CAUBO oversight function via Board of Directors Advisory committee to provide regulatory / scientific updates
