Have the « Guidelines for the use of Observations & Measurements and Sensor Web Enablement-related standards in INSPIRE” as an OGC BP
Already modular specification structure
Contains an updated proposal for the GetDataAvailability operation and also for a hierarchical ObservationOffering structure
Already start working/testing the ‘expected next steps’ identified in that document 
O&M and SWE JSON encoding rules,
Out of band issues,
