2. What is a District?
Congressional districts in the US are electoral divisions for the purpose of electing members of the HoR.
Each state is divided into sections and they elect leaders in these districts.
Each district has a set number of representatives. Based on Population
Every two years new representative are elected. A district needs to vote majority for their representative.

Gerrymandering: To manipulate the boundaries of an electoral district to favor one party.
Politicians use this as a tactic to win more congressional districts for their party. That way their party would have more people in congress and have majority
