4 Official Dress code is White over Blue (NO Denim) Required Home Team – Four Officials (Can use 3) Visiting Team - Two Officials (MINIMUM) STRONGLY suggest more than 2 (1)Referee (Home Team) (1) Starter (Home Team) (2) Finish Judges (1 Home Team / 1 Visiting Team) (2) Stroke and Turn Judges (1 Home Team / 1 Visiting Team) Responsibilities Referee – Conduct and management of the officials on deck and of the meet Starter – Ensure each swimmer gets a fair start Finish Judges – Record the order of finish for each official heat Stroke and Turn Judge – Ensure fair and competitive swimming by the consistent application of swimming rules

9 General Guidelines If possible, if you are a certified official, bring your Blue and Whites to every meet you attend. In the event that a club cannot supply the minimum number of officials to staff a meet, the club that does not have enough officials, loses their right to protest a meet. (Other penalties being considered) Unless extenuating circumstances, never give up the ref position to the visiting team. All calls should be sent through the referee (Radios are a GREAT TOOL) Table should not make assumptions as to how to resolve a placement discrepancy. If Finish Judges agree on order of finish, then this is the order of finish for scoring purposes, REGARDLESS of times. Communication is Key. If your club is a non standard configuration, let the other team know ahead of time so they can be prepared to assist. Officials should have their cards with them on deck and should be presented when asked by the referee. Challenges can be made through your league coordinator.

10 General Guidelines (Cont) Anyone challenging a call should go through the Ref. Depth Guidelines: If swimmers are to dive off blocks, the water depth must be greater than five (5) feet at the starting end of the course In pools where the water depth at the start end of the pool is less than 5 feet, however 4 feet or more for all lanes to be used, the swimmers may dive from the deck of the pool, but may not use a starting block. In pools where the water depth at the start end of the pool is less than 4 feet for any lanes of the pool to be used, the swimmers must start in the water. Please note that the NJSDC will NO LONGER accept waivers from municipalities that may grandfather diving starts in water depths of less than 5 feet. In cases where such a waiver exists, it is the position of the NJSDC that it is in the best interest of swimmer safety to adhere to stricter policies than the waiver may allow We are not adjusting championship or conference times for in the water starts..

11 BREASTSTROKE Start: Forward start. Stroke: Body kept on breast. Stroke cycle is one arm pull and one leg kick in that order. Simultaneous arm movement in same horizontal plane. Head must break surface at widest part of second pull. Recovery by the hands from the breast-on, under, or over the water. Elbows under water except last stroke before turn or finish. Kick: Simultaneous vertical and horizontal movements of the legs. Feet turned out during propulsive part of kick. No alternating, scissors or downward butterfly except a single butterfly kick is permitted during or at the completion the first arm pull after the start and each turn which must be followed by a breaststroke kick. Turns/ Finish: Simultaneous two hand touch at, above, or below the water surface. Head may be submerged at turn or finish provided it broke surface during last complete or incomplete stroke cycle prior to touch.

12 BUTTERFLY Start: Forward start. Stroke: Body kept on breast. Multiple kicks permitted but first arm pull must bring swimmer to the surface. May be submerged after start and each turn for not more than 15 meters where head must break surface. Arms brought forward over water and pulled back, simultaneously. Kick: Simultaneous up and down movement. No alternating, scissors, or breaststroke kicking movements. Turns/Finish: Shoulders at or past vertical toward breast when feet leave wall Simultaneous two hand touch at, above, or below the water surface.

13 BACKSTROKE Start: In water facing start end with both hands on gutter or starting grips. (a) guttered poolfeet/toes may be above the water, but may not be in, on, above lip, or bent over the gutter at any time before or after start. (b) flat wall pads----feet/toes may be placed above the water level. (Toes prior to start, Starter call, after tone,S&T call) Stroke: Any style as long as swimmer remains on back. Kick: Must break surface throughout the race except swimmer may be submerged after start and each turn not more than 15 meters where head must break surface. Turns: During turn swimmer may go past vertical to the breast and may utilize a continuous single or continuous simultaneous double arm pull to initiate the turn. Some part of swimmer must touch wall at completion of each length. Swimmer must have returned to back when feet leave the wall. Finish: May be completely submerged at the finish. Some part of swimmer must touch the wall while on the back.

14 FREESTYLE Start: Forward start. Stroke: Any style may be used. Kick: Must break surface throughout the race except swimmer may be submerged after start and each turn not more than 15 meters where head must break surface. Turns/ Some part of swimmer must touch the wall at completion of each length or required Finish: distance.

15 IM Start: Forward start. Stroke:.Order of Strokes: Butterfly, Backstroke, Breast, Free (IN THAT ORDER) In the Freestyle, swimmer may not swim in the manner of the other 3 strokes. Intermediate turns just as turn for that stroke Transition Judged as finish of stroke

16 Miscellaneous Relays Toes then Touch No hand for early takeoff compare notes 8u hand on the wall Takeoff OR stroke, not both Observe, not inspect Hand signals POSSIBLE DQ. Hand ABOVE Head Stroke and Turn Position for Backstroke start Observe Empty Lanes

17 USA RULE Deviations

18 FALSE START 1)Each Swimmer will be permitted ONE (1) false start per event 2)If a swimmer commits a false start, the field of swimmers shall be recalled using short blows of the whistle, alert signals from the starting system, a recall rope, or any combination of the above 3) If any swimmer completes more than 50% of the prescribed distance of an event when a false start has been called, the event shall be reswum later in the meet at a time agreed upon by both coaches 4)If a swimmer commits a second false start in an event, that swimmer shall be disqualified from the event by the referee (Field should NOT be recalled a second time for the same swimmer committing a false start. Swimmer will be notified at end of race)

19 Backstroke NJSDC does not prescribe to the USA rule regarding Back stroke turns. In the NJSDC, upon turning to the breast, the swimmer MUST IMMEDIATELY initiate a turning action (single or simultaneous double arm pull), however may kick or glide into the wall before actually making the turn CAPS Swimmer may wear any cap as long as the organization represented on that cap does not have objections
