1 Summit Agenda Alan Lewitus
Summit on Long-Term Monitoring of the Gulf of Mexico Hypoxic Zone January 30-31, 2007

2 Agenda Tuesday Session 1: Context and Drivers
Session 2: Relevance of Existing Programs and Assets for Implementation Session 3: Defining the Drivers and System Requirements Session 4: New Tools and Technologies First session – why the monitoring program is needed, what are the benefits Second session – partner building, what monitoring activities exist and role in implementation

3 Drivers and System Requirements
User/Need Performance Measure or Outcome Managers who need basic information on characterization and trend Model result Scientists who need data to support model development to better understand causes Scientists who need data to support model development to better understand impacts Other (?) Third session – spell out relevant management issues to be addressed, what research gaps exist and what activities (system requirements) needed to fulfill those needs

4 Agenda Tuesday Session 1: Context and Drivers
Session 2: Relevance of Existing Programs and Assets for Implementation Session 3: Defining the Drivers and System Requirements Session 4: New Tools and Technologies Session 4 – emerging tools

5 Developing the Implementation Plan
Agenda Wednesday Developing the Implementation Plan Review of Drivers/System Requirements Review of Existing Assets and Resources Guiding Principles Building the Observation System Ensuring Implementation First, review science needs etc. from today’s discussions Then Guiding Principles, Bill Corso lead us into actual building of plan by incorporating consensus from Day 1’s discussions into framework for Plan development; what is the overall vision? Where do we want to end up, near-term and long-term

6 Building the Monitoring/Observation System
Elements to collect and manage data in hypoxic zone Component Who will accomplish Programmatic resources Funding resources Deliverable Implement. target date Additional surveys Additional buoys Matrix to guide development of Plan; list building blocks (components) in 2 categories, first table is components used to collect and manage data in the hypoxic zone - i.e. components that extend monitoring of the hypoxic zone

7 Building the Monitoring/Observation System
Related monitoring, modeling, and research Component Who will accomplish Programmatic resources Funding resources Deliverable Implement. target date River monitoring Model on hypoxia impacts USGS NGOMEX PIs NOAA CSCOR 2nd are components of observation system that provide data and information that can be used in a complementary way that leads to an improved regional ecosystem management capability.

8 Ensuring Implementation
Oversight Committee Progress Reports Schedule Meetings Develop milestones Lastly, establish organizational structure and timeline to ensure implementation. Oversight committee and timetable to monitor implementation.

9 Overarching Goal and Objective
Goals and Objectives for the Monitoring Program: Goal: Provide critical information to inform management of the Northern Gulf of Mexico Hypoxic Zone Objective: Meet manager needs (characterization/trend) and scientist needs (data for cause and impact models) for information
