Process Declaration of Conformity process

Approach - step by step The contribution scope defines the compliance approach. An in-kind contribution can either be: a) A “Full system delivery”, e.g. RFQ, Spoke –where the in-kind partner is defined as the “Manufacturer”. In this case the in-kind partner is responsible to conform to applicable directive(s) and sign a “Declaration of Conformity” for this. Or b) A Partly completed machinery, component etc. that will be assembled into a system. (E.g. a cryomodule cavity.) In this case the in-kind partner is still responsible that its contribution conforms to applicable directive(s) via a “Declaration of conformity”, a simplified “EU declaration of incorporation” or “Signature Card”. c) (If no directive is applicable to the component, no “Declaration of Conformity” is needed.)

Module/component compliance, step-by-step
The procedure for module/component compliance is similar to a full system but limited/simplified. 1. Identify the scope (module/component with interfaces) and its applicable directive(s), regulations and standards a) ESS work package and regulatory expertise can support with this action. The result need to be reviewed and approved by in-kind partner. 2. Tailor the compliance process to match the scope and fulfill the process a) Tailor and agree on the extent and outcome of compliance process (gap-analysis, technical file and e.g. EU declaration of incorporation). b) Execute agreed process.

Next step ISrc and LEBT achieved SRR-1 in July
ESS will establish a communication channel to every in-kind partner via the ESS WP and then: a) Allocate a regulatory representative (and “CE-expert” as needed) to the WP for supporting the work. b) The detailed process (as presented in previous slides) will be agreed on, started and tracked to meet SRR. The work will be prioritized in “installation/commissioning order” ISrc and LEBT achieved SRR-1 in July CE support team expanded with EMC and LVD expert November 1st

Discussion PEG is responsible for the CE certification process of components delivered to ESS but not for the certification process of their integration with ESS system? Strategy is to have all components compliant and thereby ensuring compliance of the full system Who is responsible for CE certification of boards developed by ESS and tested and manufactured by PEG? “Manufacturer” would in this context be ESS and thereby also responsible for the CE process
