3. Program Goals
Increase geographic access to addiction treatment and recovery support services the high need and underserved region encompassing Adams, Juneau and Marquette counties
Provide appropriate ASAM-informed, patient centered, regional, evidence- based, trauma-informed treatment services for people with substance use disorders with an emphasis on methamphetamine or opioid addiction, including Medication-Assisted Treatment (MAT)
Increase retention in services, improve quality of life and reduce relapse (reoccurrence of symptoms)
Reduce the number of deaths associated with substance use disorders with an emphasis on opioid and methamphetamine addiction in the Adams, Juneau, and Marquette county region
Reach out to untreated opioid and methamphetamine addicted women and people who inject drugs, and offer priority admission to pregnant women, and people who inject drugs
Reduce the number of infants affected by the misuse of opioids and methamphetamines.

5. Adams and Juneau counties had over a 70% rate of naloxone administration in Emergency services, and Marquette had a 111% rate, which was the fourth highest in the state.
Based on State records for 2015, the targeted area had 51 naloxone administrations in Emergency services. Based on 2017 State data, all 3 counties fell between 83% to 124% in opioid overdoses—a massive increase over 2 years.

6. Adams, Marquette, and Juneau have some of the highest rates of drug addiction and overdose deaths within the state.
The average percentage of population living below the federal poverty line for these counties is 13%. These counties face an average unemployment rate of 6%, and 7% have no medical insurance (27.5% are covered under Medicaid).
These counties have limited access to behavioral health and drug addiction services, with an average of 1,743 patients for every 1 mental health provider. The State average is 560 patients for every provider, so these counties have a more than 3 times the patient:provider ratio gap for behavioral health services than the State as a whole. In
Most participants are employed or seeking employment which compromises access to services but also enables recovery. 98% are receiving Medicaid or Medicaid HMO insurance. Employment represents a functional and fiscal challenge as most employers do not provide gap coverage.

14. COMMUNITY RECOVERY SPECIALISTS:
Community Recovery Specialists (CRS) serve as a link between the patient and services, and as a community-based extension of the Medication Assisted Treatment (MAT) provider teams.

15. OUTPATIENT BEHAVIORAL SERVICES:
Mental health and substance use assessments.
Level of care determination.
Treatment and service plan development.
Integrated staffing and wrap around service care.
Intensive Outpatient services held three times weekly, with an early recovery group, a relapse prevention group and a family group all based on the Matrix Model.
Mental health and substance use disorder individual sessions with the availability of seeing a trauma specialist trained and proficient in Brain Spotting.
Referral to outside or internal sources based on needs of client.

Recovery Team led by a Psychiatrist who is also Board Certified in Addiction Medicine including the appropriate use of Medication Assisted Treatment options to assist clients in their recovery efforts.

19. 30-50% are also served through probation and parole.

20. Since opening doors in August, referrals range monthly from 9-19.

21. The majority are self-referred at 22%, primary are providers at 17%, county child welfare at 14% and 11% from friends and family. 60 % of those served are participating in IOP groups which follow the Matrix Model.

22. Of individuals receiving recovery treatment services, 50% are female.

23. MAT is offered as a component of recovery with 22% are receiving buprenorphine and 28% naltrexone. Referrals come from many sources respective of the community outreach and need across sectors.

24. Close to ½ are treated for opioid use disorder and 1/3 with methamphetamine addiction, ¼ with marijuana, and smaller subsets struggling with cocaine, benzodiazepine and alcohol
