Expert Workshop Understanding Advice Transshipment
Transshipment at-sea might be a loophole to IUU fishing if not adequately controlled Overall good regulations but nature and extent of IUU transhipment activities still unknown Ineffective control Advice Review definition of transshipment Further study Qualitative quantitative (levels & risks) Specificities by region & fisheries Development of minimum standards for control Repeat global stakeholder survey – 2 years

Conclusions and next steps FAO Global Study on Transshipment
Revisit the definition of transshipment Understand diversity of practices and drivers Essential to certain fishing operations (properly monitored and controlled) Generally, quite well regulated worldwide, but need adequate control: Develop guidance for minimum requirements for monitoring and control Increased international interest on transshipment COFI 33 Welcomed the global study on transshipment Called for a more in-depth studies to support development of guidelines
