USOAP a major achievement and indispensible tool. But: resource-hungry provides only a “snapshot” no continuous performance monitoring Continuous Monitoring Approach: evidenced-based more pro-active cost efficient

4 CMA can…. provide reliable, continuous information to ICAO, States and public about safety performance of Contracting States reinforce the effectiveness of SSPs support decision-making on technical cooperation projects support decision-making on enforcement in cases of serious non-compliance Rules of exchange: What is the purpose: safety improvement-benchmarking How deal with confidentiality Use identical technical standard

5 To be fully effective, CMA must….
be able to process large volumes of information be supported by a central interconnection of information sources respect confidentiality arrangements use only validated high-quality data avoid duplicating monitoring activities, eg where a regional system already meets its requirements Rules of exchange: What is the purpose: safety improvement-benchmarking How deal with confidentiality Use identical technical standard

6 Recommendations to High Level Safety Conference -
States and regional organisations should support ICAO in implementation of CMA support evolution of CMA into system able to provide reliable continuous information on State safety performance invite States and regional organisations to identify data-collection processes to support CMA invite ICAO to develop methodology for continuous monitoring of regional safety systems
