Lack of resources Deep ocean short-range forecasts are not a priority for most nations (compared to climate change, SI, coastal or ecosystem) Most groups rely heavily on skills of a small number of people GODAE Project Office is a potential resource for some tasks – but not all Implication is that in practice National Plans should and will determine IGST plans.
