2 Benefits of consolidation
The City of Dearborn committed to building a state-of-the-art 911 dispatch center and has incorporated five other surrounding communities into the new 911 center This included a move to the MPSCS 800 MHz system for the City of Dearborn. Serves the national objective of interoperability and will improve the coordination of response across jurisdictions when needed Improved service to individuals calling for emergency assistance Reduces the cost of service for the taxpayers Assures better technology, the highest level of training and professionalism, standardized procedures and sufficient staffing at all times (efficiencies of a larger center)

Improves radio interoperability with the City of Dearborn while maintaining connection to the Downriver radio system Supports reduced response times for fire and EMS Allows for the redeployment of certain police officers currently responsible for dispatch and jail monitoring to other critical public safety needs Significantly improved staffing coverage – Improves service level to the public and support for public safety personnel Eliminates the financial risk associated with equipment failures and the cost of repairs or replacement Reduces the liability risk associated with operating 911 dispatch with limited resources (potentially below NENA, APCO and NFPA standards) Assures state-of-the-art technology and highly trained personnel Builds on existing partnerships

4 Standard of service The service level shall be based upon the State of Michigan Emergency 911 Service Standards for 911 operators effective That includes following the established basic and advanced training and continuing education requirements for 911 operators statewide. Also, the City of Dearborn will provide regular reporting of performance metrics as agreed upon by the participating jurisdictions. The City of Dearborn shall perform these services in compliance with all applicable laws, ordinances and regulations. The City of Dearborn will furnish all the labor and materials necessary to receive and dispatch all police, fire and medical emergency calls pursuant to agreed protocols. The City of Dearborn will treat all emergency calls from other communities with equal priority to emergency calls from all participating jurisdictions (including those originating within the City of Dearborn). All dispatch decisions will be based on need and response protocols without regard to the origin of the call. The City of Dearborn will provide to each community all internal and external complaints received regarding dispatch services. The City of Dearborn will also provide method for complaint escalation and resolution. The City of Dearborn will not change protocols for emergency call taking and dispatching without prior review and agreement by the involved communities and other participating jurisdictions.

5 Services offered Answering calls on the 911 phone system for calls originating in the various communities 24 hours a day, 365 days a year. This is a service area which includes of over 313,000 citizens. Dispatching of Police, Fire and other emergency personnel as needed, including medical and mutual aid Manage and administer LEIN and NCIC file requests made by the various communities’ police officers Support automated alarm calls or activations and dispatch to appropriate police and/or fire units Jail services for Melvindale police
