State of play:
Current version of guidelines - 2nd one, after that approved by ETS WG in April 2013;
Meantime:
consultation with the OECD INES LSO Network (main issue discussed – treatment of partial completion);
ISCED mappings review
elaboration of ISCED JOM 
Changes in relation to the 1st version - not substantial, concerning better clarity of the text (also English proof-reading done), e.g.:
more explanations on borderline cases
additional precisions in chapter 3
slightly different presentation of ISCED mappings (updated for 2014).

3. Guidelines - common for EU and OECD countries
Text of the document - only common statements, no reference to specific EU or OECD statistics (EU-LFS coding also deleted)
For clarity purpose - annex with explanations on the treatment of partial completion of ISCED level 3 in EU surveys and statistics:
important for surveys collecting educational attainment data at 1-digit level
explanation of the reasons of the EU approach
educational attainment resulting from completion of programmes 342/353 – in ISCED level 3 at 1-digit level (but more detailed information will be available from the EU-LFS and AES)
partial level completion not counted in the "Early school leavers" 
treatment of partial completion will be explained in metadata

4. Guidelines on educational attainment
The ETS Working Group members are invited:
to comment the 2nd version of the guidelines (including annex);
to approve these guidelines.
