1 Summary Report Project Name: Voluntary Universal Healthcare Identifiers Brief Project Description: The VUHID project enables patients who are members of a health information exchange to obtain a globally unique set of healthcare IDs to enable error-free patient identification and enhanced privacy management of clinical data. Major milestones to date: Server operational, 2008 Projected milestones: Production system, Q3, 2010, first HIE operational Q3, 2010 Major release dates: NA Contribution date: Currently available for integration Contribution value: 20 person years The Voluntary Universal Healthcare Identifier (VUHID, pronounced “view hid”) project represents 22 years of development work based on two ASTM international standards. The project aims to facilitate healthcare information exchange and “meaningful use” by making available unique healthcare identifiers that can be used to enable error-free patient identification and enhanced privacy management of clinical information that operates across clinical, geographic, and operational boundaries. The basic VUHID server has been available since 2008 and we are actively seeking health information exchange beta test sites to help demonstrate the value and benefits that the system provides.

The current phase of ARRA healthcare reform is just beginning to gain momentum and is anticipated will to produce a significant amount of activity during the second half of Recently the Health Information Management and Systems Society (HIMSS) published a patient identity integrity white paper that specified the need for unique healthcare identifiers to supplement the operation of enterprise master person index systems. This white paper was chosen by HIMSS as its top legislative priority for the year In addition the Journal CAP today published an article elaborating on the need for a unique healthcare identifier and commenting on the counterproductive nature of the current congressional ban on studying this issue. The VUHID server has now been running in test mode for 18 months and has issued one test identifier for each person in the United States. In addition, a demonstration system has been developed that illustrates how the VUHID can support the activities of individual EMPI systems. When that occurs we intend to begin more aggressive marketing in order to establish and promote beta test sites around the country. Over time, these test sites will form the basis upon which the value of VUHID identifiers can be demonstrated in a variety of clinical situations.
