Elevation Workgroup Update
Chris Morse IGIC Conference 2017 Bloomington, IN May 8th-10th
2
Elevation Workgroup Meetings
Scheduled on 4th Tuesday of every month 11 a.m. Eastern Time Attendance is open to all We want to hear about YOUR projects! Share the work you do with elevation data with the group We utilize the IGIC Elevation Workgroup group for updates/meeting changes
3
Elevation Workgroup Mission
Develop plans, standards, and technical implementation guidance for the IndianaMap elevation framework layers Bring together elevation data stakeholders and users to share information and knowledge for the creation and uses of elevation data
4
Elevation Workgroup 2016 Report
Formed a 3DEP subcommittee to develop a new statewide elevation plan for QL2 Lidar Conducted outreach for funding of new QL2 acquisitions in Indiana Assisted the Executive Director of IGIC in preparing 3DEP proposal for 2017 BAA Developed presentation for ways to use Indiana Imagery & DEMs in QGIS and CAD (presented at the 2017 ISPLS Conference)
5
Elevation Workgroup 2017 Goals
Work with USGS, NRCS, & vendor to oversee the QL2 Lidar Project Participate in the USGS Elevation-Derived WBD Workgroup Seek funding for data support and distribution in state and via Open Topography Work with IDNR to define requirements for building classification & extraction from QL2 data for all counties and seek funding partners
6
Indiana’s Statewide Elevation Data History
1990s: 30m DEMs 7m vertical 2005: 10m DEMs 3m vertical 2013: 1.5m Lidar Derived DEMs 39 cm vertical 2019: 0.7m Lidar Derived DEMs 19 cm vertical
7
Age and Quality of Indiana QL3 Lidar
USGS 0.9 Lidar Specs Aggregate Nominal Pulse Spacing: 1.5 m Aggregate Nominal Pulse Density: 0.5 pts/m2 LAS RMSEz (NV): 30 cm DEM NVA at 95%: < 39.2cm
8
2016 QL2 Lidar Project Marion, Hamilton, & Wayne Counties Funded by counties & USGS QL2 LAS data with standard classes and DEMs with hydro break lines, similar to data, just at the higher QL2 quality levels Collected 2016 & 2017 IGIC is performing QA & coordination with counties & USGS
9
QL2 Lidar Project Interagency Agreement between Indiana NRCS and USGS to support Lidar acquisition via 3DEP Goals Statewide coverage of base specs (point density, classifications, accuracy) [met] New Lidar derived DEMs with standard USGS Lidar Specs for hydro flattening and break lines [met] Building classification & extraction [pending]
10
QL2 Lidar Project Proposal submitted to USGS late 2016 USGS selected proposal NRCS and USGS are funding the proposal USGS Geospatial Product and Service Contracts handing the project USGS did an Internal Government Contract Estimate USGS selected a 3DEP vendor and gave notice to proceed
11
QL2 Lidar Project Remaining 89 Indiana Counties NRCS: $6.725 million USGS: $159k Same specifications as 2016 data project Used as elevation base for parts of the new ortho STPLE Counties: 2017 STPLW Counties: 2018 Carryover: 2019
12
QL2 Specifications USGS 1.2 Lidar Specs
Aggregate Nominal Pulse Spacing: 0.7 m Aggregate Nominal Pulse Density: 2.0 pts/m2 LAS RMSEz (NV): 10 cm DEM NVA at 95%: < 19.6cm
13
QL2 Specifications PCS: NAD 1983 Indiana State Plane
DEM Pixel Resolution: 2.5 ft Product Tiles: Same as Statewide Ortho Project Hydro Break Lines: Flatten Waterbodies > 2 ac. Streams > 100 ft. wide
14
QL2 Specifications LAS Files: LAS Classes:
ASPRS 1.4 format LAS Classes: 1: Processed, but unclassified 2: Bare Earth 7: Low Noise* 9: Water* 10: Ignored ground (near break lines)* 17: Bridge Decks* 18: High Noise* (*artifacts of other processing, not complete sets of these classes)
15
Status of 3DEP QL2 Projects
Marion & Hamilton: Collected ‘16 Pilot data at USGS Wayne: Collected ‘17 Vendor processing Eastern Counties (‘17): Green: Collected & Processing Red: Not acquired/redo Orange: Reviewing for acceptance
16
Buildings Proposal Separate project idea to classify buildings and extract footprints (funding needed) Classify building points into ASPRS LAS 1.4, Class 6 Extract building footprints using new Lidar and Ortho Imagery products Horizontal Accuracy estimated at 5.0 Ft. Assign estimated min Z for building interface with surrounding ground using buffers to detect nearby LAS points (+/- 0.5m vertical)
17
Buildings Proposal Buildings = structures with roofs
98% of structures > 1000 ft2 95% of structures > 500 ft2 85% of structures > 100 ft2 Collected structures will have calc’d 2D rooftop area +/-5% of actual area Building polygons will be simplified to eliminate extraneous bends and intrusions smaller than the point density of the lidar, thus maintaining the essential shape, size and positional accuracy of the building.
