Project objectives No regular and harmonised collection for passenger mobility statistics yet Pkm data for a coherent European transport policy are needed Objectives of the project: Establish guidelines for harmonised passenger mobility surveys Develop EU policy relevant indicators on passenger mobility Finance with grants pilot surveys to collect the established indicators Provide to DG MOVE harmonised passenger mobility data relevant to EU/White paper policies

Project support The project is supported by an external contractor for the period , with 3 main tasks: Support the development of the Guidelines on Passenger Mobility Statistics and the work of the TF To update the inventory of national surveys and the non- harmonised data available to Eurostat on passenger mobility To provide methodological assistance (in 2015) to MSs wishing to implement Eurostat guidelines/recommendations carrying out surveys based on Eurostat grants

Recent Eurostat actions
Production of the current draft Eurostat Guidelines on Passenger Mobility Statistics as a result of: Literature study and analysis of policy requirements and other relevant EU projects and national practices Presentation of first findings to the Task Force meeting of April 10th, 2014 Creation of a Passenger Mobility Questionnaire, sent to members of Task Force and CGST, covering the use of definitions as well as available data Integration of feedback to the first draft guidelines and compilation of a non-harmonised database of available passenger mobility data obtained from the Questionnaire

Structure of indicators – First draft
Four sets of indicators were identified : The minimum indicator set for Urban Mobility The optimal indicator set for Urban Mobility The minimum indicator set for monitoring Mobility by Distance Classes – with focus on Medium Distance Mobility The optimal indicator set for monitoring Mobility by Distance Classes – with focus on Medium Distance Mobility The intention of having minimum and optimum indicators' sets was to use the minimum as the conditional common basis for all Member States applying for a Eurostat Grant.

The development of Guidelines
Production of the next draft Eurostat Guidelines on Passenger Mobility Statistics, further consultation: Meeting the DG MOVE requirements for indicators on passenger mobility is a key project objective, the first draft version of the guidelines was discussed extensively with DG Move Need to address some pending issues on the relevance of indicators, and in particular the ones included in the minimum set, and clarity of definitions, and distinction between urban and rural mobility as well as the approach to be followed for the long distance travel (incl. transit countries)

Structural changes To provide for more clear definitions Coherency issues between minimum and optimal indicator sets leading to no distinction between the two sets (minimal, optimal) Changes in definitions Mobile population vs. Total population Average day vs. week days/week end Urban vs. non-urban mobility/urban area Pkm attribution for mobility by distance class

Further Consultation of the CGST
The Coordination Group for Transport Statistics is the Transport Statistics Unit's link with the NSI and NSA to whom the invitation for applying for a Grant for a PM survey is addressed. The Guidelines on the basis of which the Grant procedure will be launched were submitted to the CGST in November 2014 for further commenting and approval. Very few comments were received in the given deadline The current draft Guidelines is annexed to the invitation for grants

Next steps – The work of the TF
The CGST renewed the mandate of the Passenger Mobility Task Force for two more years to provide support to the pilot surveys and further improve the Eurostat Guidelines on Passenger Mobility statistics Eurostat supported by a contractor will also maintain technical support for the implementation of the Passenger Mobility pilot surveys

Next steps – The work of the TF
The provision of Grants will probably be extended for another year, DGs have also proposed financial contribution to this project Member States that will undertake grants will be invited to share their experience in implementing the guidelines with the Task Force The guidelines may be improved profiting from this feedback from the pilot surveys Once the pilot surveys are launched, there is a need for stability in methodology and definitions, major changes must be examined carefully

Next steps – The work of the TF
Further work of Eurostat to improve the guidelines Address inconsistencies: Between questionnaires and definitions/indicators In breakdowns In methodological text Improve the structure Merge the two questionnaires into one Comments during the Round table discussion on the draft guidelines will still be considered, in particular for improving aspects related to the implementation of the first pilot surveys. Eurostat will update the Guidelines following the TF meeting and will hopefully produce a more extensive version at a later stage

The Task Force meeting The content and expectation of Eurostat from the invitation for applications for Grants will be presented The current version of the guidelines will be presented for discussion. The presentation is split in three parts: The list of indicators The proposed survey approach The model questionnaire Round table discussion
