September 2006 doc.: IEEE /14630 September 2006 More Detailed Steps Step 1: create initial draft Existing proposals that have passed downselection are incorporated into the draft in this stage Step 2: requirement check After incorporating all proposals, it should meet our requirements Requirements that are not met by the current draft require a 75% confirmation vote to be retained because waiting for a new proposal will slow down progress. There must be clear desire in the group to retain a requirement that is not met.
