2 Basic Legislation Congress passes laws to spell out several of the Constitution’s brief provisions. Way that Congress uses its power.

3 Executive Action President is commander in chief.
Executive agreements are made between heads of states not states.

4 Court Decisions Supreme Court can informally make amendments.

5 Party Practice Parties nominate candidates and the government is governed with parties in mind.

6 Custom The President’s cabinet is not set forth by the Constitution.
Senatorial courtesy is used to get people appointed. Presidential terms were unwritten customs until the 22nd amendment.
