Scope of Services Task 1 – Inventory of Existing Resources and Needs Assessment Task 2 – Conduct Gap Analysis Task 3 – Develop Collaborative Stormwater Strategies for Efficient and Cost-effective Stormwater Management Prepare MS4 cost estimates for each town Identify possible financing approaches Develop recommendations for Good Housekeeping and Pollution Prevention Identify policies and SOPs best suited to Cape Cod conditions, governance, and needs Identify MS4 performance measures and measurable goals Prepare a “Model Public Education and Outreach Plan” Recommendations for a Regional Stormwater Framework

Consultant to provide assistance with: Needs Assessment (~10 hrs) Gaps Analysis (~10 hrs) Developing recommendations for Good Housekeeping and Pollution Prevention (~40 hrs) Policies and SOPs for addressing MS4 Minimum Control Measures, specific to Cape (~40 hrs) Stormwater Managers’ Group to provide input on RFP Development

1.1. Inventory of Existing Resources and Needs
Information is needed to inform subsequent tasks. Cape Cod Commission will collect information on existing resources from County agencies. APCC will conduct survey of municipal stormwater managers to determine existing resources and needs: Develop survey from existing examples and input from Stormwater Group. Add questions if needed for Cape issues (e.g., 208 Plan linkage to MS4). Send survey to Stormwater Group and others by 11/8/17; Collect responses by mid-November. Conduct interviews if needed. Prepare Responses document by 12/22/17 (Commission, APCC).

Developing a Survey Choose an existing survey:
Berkshire Regional Planning Commission (completed survey) Massachusetts Statewide Stormwater Collaborative (draft survey); Add questions if needed to address Cape Cod conditions and needs: 208 Water Quality Plan? Shellfish and aquaculture? Others? Send your survey preference and suggestions to Jo Ann Muramoto ) by COB Tuesday 11/6/17.

AmeriCorps service member – Jack Moriarty Individual Placement at Cape Cod Commission through July 2018 – Tuesdays and Wednesdays Training and guidance provided by CCC Staff (Water Resources and GIS) Service project is a partnership with the Town of Bourne AmeriCorps Project Scope Appending existing town data to spatial features (ArcGIS) Field data collection for stormwater assets Development of SOP

Project Benefits Increased knowledge of sw infrastructure, relevant to MS4 mapping requirements and long- and short-term capital infrastructure planning Population of attributes (e.g. asset location, condition) Data validation for regional planimetric dataset Development of SOP that may be replicated in other towns
