2 WHY CEMS As per the 1st Revised Guideline for CEMS, August 2018, CEMS is to Installed at – All the 17 categories of highly polluting industries along with Bio Medical Waste Incinerators and Hazardous Waste Incinerators. Installation of online PM10 Analyzer for major air polluting industries including Railway Sidings, Coal/ Iron ore/ Bauxite mines/ Hard Coke units has been made mandatory. on%20.pdf

6 CAUSES FOR DATA UNAVAILABILITY
Selection of Technology Correct installation of CEMS (Isokinetic sampling points) Quality Assurance and control Calibration Requirement Data Handling System

7 ACTION TAKEN BY JSPCB Minimum 85% shall be transmitted to JSPCB otherwise JSPCB may issue Show Cause notice, requiring immediate feedback on corrective action. Environmental Compensation shall be implied on the industries by JSPCB if they fail to take stringent actions for the compliance of faulty data/irregularity of data within period of 1 month.

CALIBRATION OF CEMS The continuous Particulate Matter monitoring system (PM-CEMS) shall be calibrated at different operational loads against isokinetic sampling method at the time of installation. Calibration shall be done once in 06 months by empaneled laboratories by CPCB using standard reference methods and at a frequency specified. Refer:

CALIBRATION OF CEMS For Gaseous Parameters:- The instruments/ analyzers shall be calibrated with respect to their functioning, drift, linearity detection limit, output, operating temperature and other relevant parameters before installation The industries shall ensure tamper-proof operation of CEMS devices Refer:

11 WAYS TO DEAL WITH EXCESSES EMISSIONS
Average emission for initial 30 minutes shall not be considered during the plant start-up or batch process. Values recorded during calibration/ preventive maintenance shall not be considered for Exceedance. Incase of Exceedance value, SPCB may issue Show Cause notice, requiring immediate feedback on corrective action.

12 WAYS TO DEAL WITH EXCESSES EMISSIONS
If, the emission quality continuously exceeds the prescribed norms by 10% of standard and for duration of 1 hour then Industry shall immediately inform the SPCB about the control measures initiated by them. Incase of failure, closer of its operation.

14 ACTION FRAMEWORK BY JSPCB
Period of observation (No. of Weeks = X) Criteria Based on Data Performance JPSCB will send - Show Cause letter to the client 1 Week Industry is one of 5 with lowest positive data availability and mean data availability is< 85% OR Industry has zero data availability for at-least X weeks in the past 4 weeks JSPCB will send another Show Cause letter to client and meets the client & CEMS vendor 2 Week JSPCB will send the Show Cause letter for the third time and conduct a site visit and verify the stack sample JSPCB Officials may issue Closure and Environmental Compensation shall be imposed. 4 Week

15 How could CEMS be made effective?
DATA GENERATION Industry sends well-calibrated data, with high uptime DATA APPLICATION ROs take measures on industries as per protocol using CEMS Data. DATA ANALYSIS Data quality checked Summarized to ROs in an actionable manner - High instantaneous emissions - Clear weekly summaries
