Introduction Cancer is the second most common cause of death in Europe, accounting for 29% of deaths in men and 23% in women For successful action at EU level it is important that many partners as all three institutions – the Parliament, the Council, the Commission – patient organisations, professionals and many others actively contribute.

The initial "Europe Against Cancer" programmes were valuable in putting in place the first elements of a European strategy to combat cancer. Now it is needed a broader strategy to tackle cancer more efficiently, bringing together a wide range of stakeholders, to take concrete actions to prevent and control cancer.

In March 2006 Slovenia announced Reducing the Burden of Cancer in EU a target during its Presidency
This decision was not made randomly, as cancer certainly represents one of the biggest public health issues In spite of the important magnitude of this problem, yet the public health response to this major threat was and still is fragmented

Reducing the Burden of Cancer in EU as a leading theme
Offers an important opportunity to reassess: how Member States are responding to the public health challenge of cancer as a chronic disease, and to develop an action oriented, integrated and multisectoral policy response

The Council Conclusions
Under SI Presidency: The EC was asked to present an EU Action Plan on Cancer, which will address all aspects of comprehensive cancer control, through a multidisciplinary approach and consider the appropriate framework for effective cancer control policies and sharing best practices in cancer prevention and care. Under BE Presidency: Council welcomed the Commission's initiative of setting up a joint action to take the Partnership forward and the active participation of all Member States in it

EC In 2009 the Commission issued the Communication, which lays down the foundations of the European Partnership for Action Against Cancer The European Partnership for Action Against Cancer was launched in September 2009

EPAAC The overall aim is to support Member States
The Partnership approach should also contribute to avoiding duplication of efforts, and thus help to make better use of limited resources The overall objective: MS should have integrated cancer plans This should contribute to achieving the long-term aim which is to reduce cancer incidence by 15% by 2020

Joint Action The work is to be taken forward through a specific financial mechanism under the EU Health Programme – a "joint action” Slovenia took the leadership and coordinated partners in the project

Review and confirm decisions made by the AC, oversight committee Final confirmation of all plans, literally ‘steer’ JA in light of its goals and work plan Special attention paid to National Cancer Plans Who? All WPLs, reps. from all 27 EU MSs, plus Iceland & Norway, EC, IARC, EOHSP, ECPC, ECCO, industry assoc., WHO Europe, EUREGHA, individual experts.
