Context Medstat III programme 2010-2013
EU funded (7 millions Euros) with technical support by Eurostat Objective: to promote the production and dissemination of quality statistics in order to support evidence-based policy-making and foster democratic development. 9 ENP-South countries (currently 8 active) 6 statistical sectors + Training & Dissemination Social Statistics sector Population Education & Vocational Training Work & Salaries Living conditions & Communication Gender Health statistics Activities: Training sessions, Workshops, TA missions, Working Groups, Publications

Objectives of the workshop
The main purposes of the Workshop are to: Review international methods for measuring the transition from school to the labour market; Exchange information about ongoing activities, current issues, and lessons learned in this field in the partner countries; Present lessons learned by international organisations: Eurostat (2000 and 2009 LFS modules), UN-ESCWA, ETF-Torino and OCEMO; Present School-to-Work Transition Survey (SWTS) methodology by ILO and implementation programme in the region; Practical session: go through major steps for designing a survey that meets the needs of policymakers for pro-youth programs.

Preparation of the workshop
Terms of reference for the workshop are presented by the Programme to the EU (DevCo) and Eurostat for validation Designing a Questionnaire on Status of data collection activities in the region Availability of transition related indicators at the national level The answers are consolidated in a Summary table Designing and validating the agenda with Eurostat and contributing partners

Part 1: Workshop on Measuring the Transition from School to the Labour Market: 11 to 14 March Day 1: Conceptual framework; review country work; Day 2: Best practices in the EU: Eurostat, ETF; Day 3: International methods: ILO (SWTS), UN-ESCWA, OCEMO; Day 4: Practical session: Meeting the needs for pro-youth policies Part 2: Preparatory meeting for the setting-up of the Euro-Mediterranean Working Group on Labour Statistics : 15 March Day 5: AM: Working Group on Labour Statistics PM : Conclusions, evaluation, recommendations

Expected Output The participants are expected to:
Better understand the issues related to the data collection and production process, constraints, conceptual implications, and compliance with international and European standards, related to the transition. Be better aware of the need for comparability requirements, and the needs of the users for the analysis of transition indicators for designing and monitoring evidence-based youth development policies. Be well prepared to select the most suitable survey methodology that would meet national policy requirements. The Euro-Mediterranean Working Group on Labour Statistics would be established and participating countries express interest in actively contributing to its success. The Working Group should agree to hold its first meeting, tentatively in September/October 2013, to discuss its objectives, priority topics, work programme, and modus operandi.
