NEEDS IDENTIFICATION ROMANIA 2019
2
Increased flexibility of the European gas transmission system.
Romanian needs identification which will be addressed through the development of the infrastructure Market Integration Ensuring an appropriate degree of interconnectivity with neighbouring countries through creation of regional routes for reaching various gas supply sources, could be feasible through the development of Romanian gas transmission system, which would help the countries from the region to mitigate the over-dependence vulnerabilities. Ensuring transmission capacities in order to meet consumption demands of the national economy through the development and modernization of the National Natural Gas Transmission System and the gas storage infrastructure; the improvement the gas supply in deficient regions in Romania. Eliminating congestion in gas transmission on the direction Bulgaria - Romania – Hungary. Increased flexibility of the European gas transmission system. 06 February page 1/9

Security of Supply Security of gas supply represents the main goal that could be achieved through providing investments in infrastructure, directed towards: Diversification of supply sources: The Black Sea region is increasingly recognized from the point of view of its gas production potential. It is important to proceed to: Risk mitigation of supply disruption: Both the upgrading and the developing of underground storage. Increase of underground gas storage capacities: the increase of the daily delivery capacities - a major role in the security of gas supply, the balance between consumption - domestic production - natural gas imports, covering the peak demand caused mainly by the variations in temperature and maintaining the operating characteristics of the national gas transmission system. Expanding and upgrading of the gas transmission infrastructure; Expanding of the geographical area of impact for the existing gas storage facilities – a direct effect on the functioning of the NGTS by shortening the transmission routes and helping to relieve the deposits in southern Romania of possible congestions. 06 February page 2/9

Sustainability CO2 emission reduction: A more developed gas infrastructure, combined with diversified gas supply sources, determines a higher demand for gas that could replace the more pollutant conventional fuels. Thus, investments in the gas infrastructure and replacing solid conventional fuels with renewable gas have the potential to contribute to greenhouse gases reduction, encouraging gas consumption as an alternative to the high-pollutant fuels and also to ensure the backup for renewable energy sources. 06 February page 3/9

Competition Romania promotes and implements an integrated strategy in the gas sector for both transmission and natural gas storage, with positive effects in strengthening regional cooperation between Romania and neighboring countries. The integrated strategy is in line with the objectives of the Energy Union and is part of the new dimension it promotes. Enhancing investments in order to achieve the diversification of routes and sources of supply will finally generate a competitive environment for the regional gas market, where the demand and the supply will gain the same relevance and the price will be determined on a transparent and nondiscriminatory basis. 06 February page 4/9

The challenges faced by the Romanian gas sector (3) Energy Transition
Romania needs substantial investments in the energy sector in the coming decades primarily to ensure continuity of supply to consumers, to participate in the regional energy transition, to be among the beneficiaries of the complex process of transforming the energy sector in the spirit of sustainable development. 06 February page 8/9
