History & Progress Missouri Children’s Services Commission’s Subcommittee on Childhood Obesity – (1 of 5 actions) DESE Office of Health and Physical Education – June 2017 DESE School Health and Wellness Advisory Council Strategic Plan aligned to strategies & activities of CDC Healthy Schools Grant – October 2017 DP (Missouri Healthy Schools, Successful Students) - June 2018 – 1.0 FTE (5 Years) PS CDC Surveillance Surveys – June 2018 (5 Years) (Moved to OCCR) January 2019 – Director of Missouri Healthy Schools & Director of Health & Physical Education Establish an Office of Student Wellness to maintain expectations for health and physical education curricula. Modify school accreditation by including a voluntary health and wellness component. Provide support to schools to implement best practices and school wellness policies.

Shared priorities between health and education:
Increase quantity and quality of physical education, health education and physical activity Improve the nutritional quality of foods provided in school Improve the capacity of schools to manage chronic conditions CDC’s Role: Quality of health education in schools Evidence-based guidelines and recommendations for school programs and policy Tools and resources for educators and administrators Training and professional development.

The Missouri Department of Elementary and Secondary Education (DESE) in partnership with the Missouri Department of Health and Senior Services (DHSS) will be responsible for implementing the three strategies within Priority 1. Infrastructure Development Professional Development and Training, and Technical Assistance

DESE and DHSS will be expected to implement these strategies using a comprehensive, statewide approach over the 5-year period of performance. While activities are expected to be implemented statewide, 7 Priority Local Educational Agencies (PLEA’s) have been selected to prioritize our work. All schools within the PLEA’s will be inclusive of this work.

Evaluation and Performance Measurement Plan
Throughout the five year project period, CDC will work individually and collectively with DESE and DHSS to answer the evaluation questions based on the program logic model and the strategies in the Priority 1 area. The outcomes reflect the performance measures DESE will be responsible for. Existing surveillance systems will be reported by CDC. School Health Profiles (Profiles) Youth Risk Behavior Survey (YRBS) Report on CDC performance measures as specified in this NOFO. As a result of the implementation of the strategies funded through this NOFO (i.e., infrastructure development, professional development and training, technical assistance), the following outcomes are expected to be achieved over the 5-year period of performance and are bolded in the logic model.
