Humboldt State University Baseline Monitoring Proposals for North Coast MPAs Mendocino Stakeholders Open Forum Saturday, 26 January 2013, 1:00-5:00 PM Caspar Community Center, 15051 Caspar Road, Caspar, CA 95420

Welcome & Introduction Dr. Rhea Williamson, – HSU Dean of Research and Sponsored Programs Dr. John Reiss – Director, HSU Telonicher Marine Laboratory

Agenda 1:00 – 1:15 – Sign in and Appetizers 1:15 – 1:30 – Welcome and Introduction to North Coast MPA monitoring 1:30 – 2:30 – Open Panel Discussion, HSU Research Faculty and Collaborators 2:30 – 4:00 – Breakout Session Discussions: Species, Habitats & Topics 4:00 – 5:00 – Summary of Breakout Sessions, Closing Remarks and Next Steps

MPAs - Background 1999 - California Marine Life Protection Act (MLPA) passed (part of Fish & Game code) Requires review of all existing Marine Protected Areas, designation of new ones Four regions: South, Central, North Central, and North North Coast region the last to be incorporated 2009-2012 – Process of discussion and review of North Coast region MPAs June 2012 – North Coast MPAs adopted by DFG December 2012 – North Coast MPAs went into effect

Map of (southern) North Coast MPAs

MPAs – Baseline Monitoring As part of the MPA process, requirement for baseline (initial state) and ongoing monitoring of effects of MPAs 2007 - California Ocean Science Trust established the MPA Monitoring Enterprise (ME) to coordinate these efforts Humboldt State University (HSU) researchers and collaborators are currently awaiting the Request For Proposals (RFP) from the ME to conduct North Coast baseline monitoring Draft RFP expected early 2013, opportunity for community feedback, followed by final RFP Proposals due later in 2013

Purpose of this Forum Why are we here? Provide an opportunity for HSU researchers and collaborators to: Become more familiar with the concerns and priorities of Mendocino residents Identify additional potential Mendocino collaborators, participants, and resources for HSU monitoring efforts Develop the strongest possible proposals, involving local expertise and addressing community priorities

Caveats We have no special status (others will likely be submitting proposals) We are not here to support or defend the MPAs We are primarily interested in the science, and developing the strongest possible proposals

HSU – Progress to Date Made contact with numerous stakeholders in Humboldt, Del Norte, and Mendocino Counties Forged relationships with other researchers and organizations with experience in MPA monitoring (e.g., Dr. Karina Nielsen, Sonoma State Univ., Dr. Pete Raimondi, UCSC) Found additional collaborators among local tribes, agencies and consultants Established provisional plan for baseline monitoring proposals

Plan of Proposals We (tentatively) plan to submit the following proposals: 1.Estuaries 2.Offshore (soft & rocky bottoms, canyons) 3.Marine Mammals and Sea Birds 4.Rocky Intertidal 5.Sandy Beaches 6.Shallow Subtidal/Diving 7.Socioeconomics 8.Synthesis and Coordination

Open Panel Discussion Mr. Drew Barrett – HSU Dept. of Fisheries Biology (Fishes) Dr. Sean Craig – HSU Dept. of Biological Sciences (Invertebrates) Mr. Patrick Higgins – Humboldt Bay Harbor & Recreation District (Fishes) Dr. Tim Mulligan – HSU Dept. of Fisheries Biology (Fishes) Dr. Karina Nielsen – Sonoma State Univ. Dept. of Biology (Algae, Invertebrates) Dr. Laurie Richmond – HSU Dept. of Env. Sci. & Management (Socioeconomics) Dr. Joe Tyburczy – California Sea Grant, Eureka (Marine Ecology) Mr. Adam Wagschal – HT Harvey and Associates(Fishes, Invertebrates, Plants)

Breakout Section Discussions Estuarine & Shallow Subtidal; Fishes, Invertebrates, Plants (Wagschal, Higgins) Sandy Beaches; Invertebrates, Fishes, Shorebirds (Mulligan, Nielsen) Rocky Intertidal; Seaweed, Invertebrates (Craig, Tyburczy) Offshore; Fishes (Barrett, Mulligan) Socioeconomics (Richmond) Miscellaneous Other Topics (Reiss, Williamson)
