Very significant advance from 2004 National Climate Change Response Strategy

Better development of institutional responsibilities, oversight, coordination and linkages (e.g. role of IGCCC and NCCC)
More explicit reference to time frames and review cycles, especially with regard to flexible responses in adaptation
More concrete assessment and planning outputs produced after review cycles
