1. ClimDev Special Fund: Background
Delivery of climate and weather services Climate and Development Special Fund (CDSF) is the funding mechanism of the ClimDevAfrica Programme (ClimDev) The programme is a joint initiative of the African Union Commission (AUC), the United National Economic Commission for Africa (UNECA) and the African Development Bank (AfDB Climate Services for Africa: The ClimDev Special Fund (CDSF at AfDB) grants funds for investments in climate information services The ClimDev Special Fund supports projects that address key climate change and development gaps identified in the Programme’s three main results areas: Generation, wide-scale dissemination and use of reliable and quality climate information Generation of climate change analysis and evidence for use in development planning and Implementation of pilot adaptation projects to demonstrate the value of mainstreaming climate information in development planning and policy practice

2. ClimDev Fund: Achievements as of 2018
About USD 59 million investments in Climate and Weather Observation networks across Africa. 4 regional satellite retransmission stations to provide data to run Numeric Weather Prediction Models for 4 regional centers, to develop early warning products that reduce the loss of human life due to climate extremes In West Africa, 17 countries, trained and equipped to manage disasters associated with extreme weather. Early warning systems to cover 70% of all weather-related disasters in the region. 13 Projects delivering climate information services to reduce vulnerabilities to extreme events. In East Africa, 11 countries, to develop flood early warning and improve contingency plans for 117 million people living in flood and drought prone areas. In Ethiopia expanding national weather observation networks; the number of people experiencing damage and losses related to extreme weather events reduced from 6 million (in 2014) to 2 million (by 2020) Support to Niger Basin Authority to develop disaster risk reduction policy (flood and drought) for each of 9 member states

4. Proposed CDSF/AMCOMET Facility
Conceptual Framework: Lessons emerging from various studies and initiatives including Phase 1 of the ClimDev programme indicate that investments in data and observation networks will be better undertaken if a financing mechanism is devised to sustainably support countries build and maintain their meteorological and hydrological infrastructure in a structured and consistent manner. Objective of the Facility: To avail financial resources to Governments, sub- sovereign entities and other recipients, to facilitate reforms, programme preparation, improve knowledge and leverage much needed investments in order to advance the development, management and efficient delivery of water, climate and weather services in Africa.

4. Interface Between the Current CDSF and AMCOMET Facility
Objective Integration: to enable the ClimDev Fund to adopt a financing facility for AMCOMET there will be an integration of ClimDev focus Result Areas on climate and weather information with those of AMCOMET’s Integrated Africa Strategy on Meteorology (Weather and Climate Services). Added Value: Many stakeholders in the climate and weather services sector consider this approach as the most viable and sustainable way for member countries to access funding to modernize their Hydromet systems in a sustainable manner.

4. Benchmarking of the CDSF/AMCOMET Facility
Emulate Africa Water Facility (AWF) Approach: The proposed ClimDev Fund/AMCOMET facility will emulate the approach of the Africa Water Facility (AWF), an initiative led by the African Ministers' Council on Water (AMCOW) to mobilize financial resources for the development of the water sector in Africa. Created in 2004, the AWF is hosted and managed by the African Development Bank (AfDB). Resource Pool: Like the AWF - the proposed ClimDev Fund/AMCOMET facility will create a pool of resources from various funding sources and instruments for coordinated access by WMO/AfDB member countries

4. Proposed CDSF/AMCOMET Facility Focus Areas – An Integrated Approach
The CDSF/AMCOMET Facility will support the AMCOMET Strategy to implement 4 of the 5 interrelated strategic pillars; namely: Increase Political Support and Recognition of NMHSs and related WMO Regional Climate Centres, aligned with CDSF Focus area on implementation of pilot adaptation practices that demonstrate value of mainstreaming climate information in development planning and practices for subsequent awareness raising and advocacy to inform decision making; Partnerships to CDSF/AMCOMET Facility will be diverse and extensive to include Bank, AUC, UNECA, WMO, partner agencies for the Africa Hydromet Program, including the WB, UNDP, AFD, etc. Other prominent partners including the current pioneer funding partners of the CDSF, including the EU, SIDA and the Nordic Fund will be co-opted to in the partnership fraternity for the new Facility

4. Proposed CDSF/AMCOMET Facility Focus Areas – an Integrated Approach
Delivery of climate and weather services Enhance the Co-Production and Shared Delivery of Weather and Climate Services for Sustainable Development, aligned with CDSF Focus area on generation, wide dissemination and use of reliable and high quality climate information; Support the Provision of Weather and Climate Services for Climate Change Adaptation and Mitigation, aligned with CDSF Focus area on Capacity enhancement of policy makers and policy support institutions through the generation of quality analysis and evidence on climate change and its implications for Africa; and Strengthen Partnerships with Relevant Institutions and Funding Mechanism; creation of this facility will help achieve this pillar.

5 CDSF/AMCOMET Facility: Eligibility
Eligibility for Funding: Projects that are eligible for funding must meet the objectives of the Integrated African Strategy on Meteorology (Weather and Climate Services) and criteria to be developed in due course. Eligible Institutions: African countries or dedicated institutions, Academia and Research institutions, other organizations, agencies undertaking activities in the territory of these countries; non-governmental, civil society and community-based organizations with demonstrated credibility and track record in the areas of intervention.

5. CDSF/AMCOMET Facility Governance
Governance Structure: The Governance Structure of the CDSF/AMCOMET Facility will be almost similar to the current structure of CDSF i.e. with a Governing Council, Steering Committee and Technical Working Group The Governance Council: will be a multi-stakeholder organ composed of decision makers drawn from AUC, UNECA and AFDB, WMO and a representative of the AMCOMET Bureau, including donor representatives and non-voting members. The Governing Council will technical oversight of the CDSF/AMCOMET Facility through endorsement of projects and decisions to allocate resources. The roles and responsibilities of each institution can be elaborated at a later stage.

6. CDSF/AMCOMET Facility: Financing Sources and Instruments
Financing Sources: Financing sources to the new Facility will be various and diverse ranging from development partners to private sector and National Governments. To enhance ownership of the Facility, National Governments will be particularly encouraged to contribute to the cause. Financing Instrument: Financing from the Facility shall mostly be provided in the form of non-reimbursable grants, except as otherwise decided by the Steering Committee, after consultation with the Governing Council.

7. CDSF/AMCOMET Facility: Resource Mobilization
Phase two of the ClimDev programme, which runs from 2017 to 2022, will expand its portfolio to provide investments for climate information services for disaster risk reduction (DRR) across Africa. To accomplish this, the programme will implement a resource mobilization plan that will facilitate the engagement of various stakeholders and donors to raise an initial US $ 91 million. With the AMCOMET facility the resource mobilization plan will be scaled up to a target of between US $ million by the end of Phase 2 of the Program.

Endorsement by the CDSF Steering Committee Endorsement by the AMCOMET Council of Ministers Preparation of Documentation, including Protocols of Agreement/MOUs Official Launch of the Facility
