Follows on from £40m humanitarian & early recovery support, plus £30m ‘flex’ of existing programmes Total £73 million - incl. £5 towards GoN private housing grant Assisting government planning, financing priority reconstruction works, supporting coordination and capacity building “Building Back” plus “Building Back Better”

Investment in public & community infrastructure, and in economic recovery Leave No One Behind: Livelihood interventions, building government social protection systems, plus…? Technical assistance and capacity building

Contracted & supported through UNOPS Representation, Reporting, Liaison & Monitoring at district level Office in Dhading Besi Presence in four districts Regular field visits

Purpose of district focus: concentration of intervention enables transformative impact Business Case says selection can be reviewed in light of need/provision analysis But, districts & VDCs void since both Reconstruction Business Case & these ToRs were drafted Now 4 districts = 41 nagarpalika/gaupalika in two provinces Comparison among new units important Split VDCs —> some difficulty in aggregating data from VDC to gaupalika Please address this in your application

10 The Vulnerability Study
Information & analysis - including gender analysis - which is specific to the populations of the working area Relevant to reconstruction programming - who is being left behind from recovery and reconstruction? how do we “build back better”? How can your analysis shape this programme? Key recommendations

Pre-Earthquake patterns of vulnerability & exclusion Differential impact of 2015 Earthquakes Differential rates of recovery People likely to be left behind by standard reconstruction modalities Unaddressed/increased vulnerability + coping mechanisms Specific issues facing the most vulnerable people Gender analysis

12 Who is most vulnerable? Our Business Case identifies: female headed households, elderly people, disabled people Disadvantaged janajati groups in the working areas Remote communities Displaced and landslide-affected communities Other major issues - debt, food insecurity, protection

13 Content of the report District profiles - now taking gaupalika into account - incl. maps / visualisations that show where vulnerable populations live and how geography, vulnerability and access are linked Leave No One Behind analysis - with recommendations for targeted assistance Gender analysis - specific to the four districts

14 Scope No additional quantitive research expected or required
DFID to provide guidance on sources plus a list of recommended key informants Qualitative field research to be conducted to explore issues & challenges facing groups identified through literature review and KIIs as vulnerable
