Use of IT, Direct Benefit Transfers & Space Technology (Geo-tagging) Internal Audit Social Audit Common Review Mission (CRM) Research and Evaluation Studies DISHA Dashboard National Level Monitoring (NLM) Ministry of Rural Development has evolved a comprehensive multi-level and multi-tool system of monitoring of the implementation of rural development programmes.

National Level Monitoring
Independent Third-Party monitoring of DoRD, DoLR & MoPR Programmes About 55 Independent Institutions - collect field inputs from district/block/GPs & beneficiaries Inputs collected for validation of physical progress, assets verification, outcomes etc Type of Monitoring visits Regular Monitoring Special Monitoring Complaints & Enquiries Target to cover entire country through Regular Monitoring in 2 phases every year Designed to yield factual insights/inputs District wise reports shared with District Authorities & DISHA Committees Regional Workshops This helps government to know to what extent field level implementation is in line with the prgramme priorities, guidelines and intended objectives. The NLM Reports are also intended to bring out best practices and success stories which can be taken up for replication with appropriate adaptation. These reports if followed up appropriately by the state governments and MoRD wherever applicable, constitute a concurrent method of monitoring and evaluation. They can help detect process flaws in the programme implementation, provide desirable policy inputs and help to take appropriate corrective action. The Regional Interactive Workshops have become effective forums for direct interface between all three important Stakeholders of the NLM System; State Officials, The Monitors, and Govt. of India Officials. They provide good opportunity to discuss insights brought out in the NLM reports, provide State government feedback on them, and deliberate upon areas of concern. Workshops can also be used to discuss how NLM can be further improved.

Regular Monitoring 2018-19 Phase-I Coverage
States 28 Districts 289 Aspirational 115 48 Blocks 869 NRLM Intensive 493 MWC Blocks 284 Villages 2890 SAGY GPs 296 The findings of this Phase have brought out many important elements including improvements in planning processes, pro-active coverage of deprived, record maintenance, transparency & accountability measures and convergence in MGNREGA. Reports also indicate significant improvement in land productivity, people’s participation and mainstreaming the marginalized. NLMs have also reported on achievements under PMAY-G. The programme now seems to have picked up the desired pace across the country. Reports also bring out fair & transparent selection processes and increased satisfaction levels amongst the beneficiaries. Similarly, reports on programmes like NSAP, DAY-NRLM & DDU-GKY have also brought out the achievements made under them. NLMs have also reported on the implementation environment and validation of the progress reported on the Ministry’s MIS. NLM reports have also highlighted some areas of concern in the implementation processes. State government officials are requested to look into them to ensure that the programmes achieve their desirable objectives.Design related issue if any will be looked into by the Ministry of Rural development.

Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) – Findings
All Job Cards verified by Field Functionaries - 49% GPs (Job Card verification not taken up in many GPs of Andhra Pradesh, Nagaland , Punjab, Uttarakhand, Uttar Pradesh) Participatory process of labour budget preparation - 96% GPs (Needs improvements in Arunachal Pradesh, Manipur, Nagaland, Punjab, Rajasthan, Telangana Uttarakhand) MGNERGA Works taken up in Convergence – 45% GPs (Weak in Arunachal Pradesh, Himachal Pradesh, Meghalaya, Mizoram, Sikkim) Large number of incomplete works (Assam, Gujarat, Jharkhand, Madhya Pradesh, Manipur, Nagaland, Odisha, Rajasthan, Telangana) Social Audit conducted during % GPs (Much less in Haryana, Manipur, Nagaland & Punjab) The NLMs interviewed Job Card holders across the Country to verify availability, authenticity and update status of entries on these Job Cards.
