Overview of the Learning Division
The INSETA Learning Division comprises of two departments: Learning Division: Youth Programme Learning Division: Worker Programme Learning Division: Workers Programme manages the following programmes: Bursaries for workers Skills programmes for workers and Catalytic/Special project Learning Division: Youth Programme manages the following programmes: Learnerships (Both unemployed (youth) and Workers) Internships Bursaries for youth Work Intergrated Learning (WIL) Skills Programme for youth

LEARNERSHIPS A learnership is a work based learning programme that leads to an NQF or Occupation registered qualification. Learnerships are directly related to an occupation or field of work. Under the new regulation, it is defined as a period of workplace based learning culminating in an occupational qualification or part qualification. The duration of the learnership is between 12 and 24 months (for Occupational Qualification learnerships) There are two types of Learnership that can be implemented at INSETA, Seta funded and Industry Learnership

LEARNERSHIPS INSETA FUNDED LEARNERSHIPS
Unemployed youth learnership and Learnership for Workers Learnership for the unemployed youth Unemployed PWD learnership Rural unemployed learnership Learners must be years old Learners must be previously unemployed Learners living with disability (PWD) Learners must be residing in the areas identified as rural areas Learners must be South African Learnerships for Workers Learners must be permanently employed Learners may be any age and nationality

WHO CAN ACCESS FUNDING FOR THE INSETA LEARNERSHIPS
Only the employers who are registered (levy or non-levy paying) with INSETA and have submitted WSP and ATR in the current financial year Applications are only accepted during an open application window which is opened once per annum (unless additional budget remains after allocation) Site visit (capacity to host the learner, resources, mentors financial stability etc), based on the outcome of the site visit INSETA can decline the application even if it’s a self funded learnership On approval employer receives a recommendation letter with the LGA number (employers are not allowed to commence with the learnership without prior approval from INSETA)

INSETA LEARNERSHIP COMPLIANCE REQUIREMENTS
New Legislative Framework (Seta Workplace based learning programme agreement regulations Government Gazette No which replaces the Learnership Regulation (2007).It came to effect as from the 01 April 2019 The Learnership Agreement will no longer be in use, it has been replaced by the Workplace Based Learning Programme Agreement. Originally certified ID document Originally certified highest qualification Contract of employment (unemployed learners) or confirmation of employment (employed learners) Proof of residence If the learner has a disability – a letter verifying the learners disability in terms of the Employment Equity Act The Workplace Based Learning Programme Agreement must be signed by all parties (Employer, Training Provider and Learner)

INSETA LEARNERSHIP COMPLIANCE REQUIREMENTS
The agreement start date is determined by the date on which the learnership commences The agreement end date is subject to number of credits of qualification or part qualification or duration of curriculum The provider is accredited by the relevant Quality Council for the relevant curriculum components associated with the learning programme The agreements comply with the terms of the workplace based learning programme, the Skills Development Act and any other applicable law.

INSETA LEARNERSHIP COMPLIANCE REQUIREMENTS
Employer in conjuction with the training provider the following documents must be submitted: Training schedule (time table) Written confirmation letter from the training provider stating that learners will be training on fundaments (if not the training provider must state the reasons) Prior to commencement of the training: Learnership induction/orientation must be conducted in collaboration between the training provider, employer and the learner Implementation of the programme Training provider in collaboration with the employer do the progress and closure report. It must be signed by all parties Training provider must ensure that all the learners have the logbooks and they are completed during the learnership No deviation on trainings without approval from INSETA Request for the verification at the end of the programme in order for the learning division to close the learnership

NB Ensure that the learnership is approved (LGA number)
Do not commence without submitting the learnership documents When submitting the documents ensure that all the fields are filled and signed by the training provider Even if the training provider is implementing the cross sectoral learnership the process remains the same Even if the employer is implementing the industry funded the process remains the same
