3. ER- Observers Trials in FSM and RMI using laptops with eTUBs
Improved quality and timeliness of data integration into national and regional DBs

Since September 2013, PIRFO observers from FSM and RMI conducted on-board ER trials. A total of 18 trials were conducted on-board purse seine vessels.
6 FSM observers and 7 RMI observers were trained in using TUBs (MS ACCESS based application).
A total of 18 trips have been conducted. 5 high performance laptops (3x i5 and 2x i7) were used. i5 laptops were fitted with Solid State Hard Drives, allowing for rapid processing and less subject to constant vibration on purse seine vessels.
Journal and trip reports were written using MS Word, practical for rapid sharing between management staff. This also improved observer writing skills using grammar and spelling checks.
On a trial basis, observers still completed their paper workbook.
Data validation checks in TUBs allowed for greater quality data and rapid debriefing.
Computer literacy is the key factor to successful ER trip, not observer longevity.
TUBs data was successfully uploaded to national and regional observer database systems.

The lower one shows the timeline at the bottom of the screen where every time a hook is hauled (either empty or with a fish on it) the observer records it.

When a fish is landed, a special note box is used to record the data specific to that fish. Hook number on which it was caught, species, condition when caught, condition when discarded (if it is discarded), fate code if retained, weight (generally this data is not recorded unless the vessel has a scale) and the length of the fish.
The lower screen shots shows the use of a digital measuring tool which is being trialed.
During the trials, an independent observer was on-board collecting standard data.
The data obtained from the EM analysis will be compared with the on-board observer data, including the length measurments.

Through funding from the ISSF, SPC in collaboration with national fisheries authorities in RMI, FSM and the Cook Islands provides funding, training and supervision for E-Reporting Officers whom assist with the coordination of ER (and EM where applicable) trials at the national level.
Other member countries where EROs could be appointed include Solomon Islands and Fiji.

By the end of 2015, provide guidelines on “what a country will need to do to plan for ER and EM implementation”
Further investigation/evaluation of alternative E-Monitoring products

Consideration of special ER trials, e.g. digital measuring of purse seine spill sampled fish using photographs
