Neither Trump’s nor other Republican bills
to replace the ACA have passed the house.
Legally, there is no way to stop the ACA all at once.
Some aspects of the law could be undermined by not enforcing, and possibly eliminating, the individual mandate.
Subsidies to lower income people could be reduced while Medicaid could be expanded in reach with less coverage.
The employer mandate is harder to change because of how the law is structured.
