3 1.a) State-of-play IPA 2014 MBP
IPA 2014 MBP – finalisation of the service contract; implementation of the grant contracts finalised Novelties: the conduct of a number of full-scale surveys + Joint programming approach for the programme design Total amount for IPA 2014 MBP: 8 MEUR Grant agreements – 2,5 MEUR for 4 grants: - October August 2017 - Total: 17 pilot projects + ad hoc projects Service contract – 5,3 MEUR - November September 2017 (ext. till December 2017) - Total: 22 pilot projects, but not for all countries

4 1.b) State-of-play IPA 2015 MBP
Total amount for IPA 2015 MBP: 15,8 MEUR Continuation and increase of support for full-scale surveys Continuation Joint programming approach for the programme design Status: ongoing Implementation Grant agreements – 6 MEUR for 4 grants: - 28 months implementation: July 2017 – October 2019 - Total: 15 pilot projects + ad hoc projects Service contract - 9,8 MEUR - 31 months implementation: April 2017 – October 2019 - Total: 31 pilot projects, but not for all countries

IPA 2017 MBP: total amount 14 MEUR (reduced from 16 MEUR) Start of "providing more support to fewer statistical projects" resulting in concrete production and delivery of more data compliant with the EU acquis start to materialise Continuation of support for full-scale surveys/joint programming Status for MBP IPA 2017: - grants' evaluation completed - service contract's contracting procedure ongoing Signature of contracts before end 2018 Implementation: - Grants: May 2019 – October 2021 - Service contract:

A. General context and timeframe MBP IPA 2019 (biennial programme) combining 2 years budget Continuation of support for full-scale surveys/joint programming Programming with DG NEAR has started and is ongoing New challenges: need to focus on Western Balkan Strategy and linked user needs Discussion countries on statistical projects Q – Q1 2019 To be contracted by the end of 2020

Stakeholders Beneficiaries (NSS of the enlargement countries) Data users (DG NEAR and policy line DGs) Financing (DG NEAR allocates amount for Statistical Action) IPA statistical programming (co-delegation Eurostat and DG NEAR) Management contracting and implementation (Eurostat's statistical cooperation unit + Eurostat's production units provide technical expertise)

D. New priority and user needs Top priority = Western Balkan strategy (not “alignment to EU acquis”) Eurostat to propose further IPA funding reduction for statistics (lower than 14 MEUR) More user needs linked to Western Balkan Strategy expected to be included by DG NEAR

E. Western Balkan Strategy and action plan: Strengthen economies – GFS, NA + related Social inclusion Energy and connectivity Environment Digitalisation: innovation, R&D Rule of law, security, fight against corruption Etc.

F. General principles to be reinforced Rationalising the set-up for projects: fewer statistical projects focus on data production and delivery to Eurostat aim at publication of data Need for sustainability of the results Focus on capacity building of statisticians in NSI

Proposals beneficiaries 1st consultation round: 58 projects (Annex V) Annex VI - Need to rationalise: "multi-beneficiary": at least 3 requests EU acquis primarily availability technical expertise at Eurostat statistical project vs training/consultancy implementation period (no SEE2020) country-specific projects/checking of results

Indicative planning for statistical projects 1st consultation countries: 4/9/ PGSC 2nd consultation countries: 14/12/2018 Discussion MGSC deadline replies after MGSC: 1/5/2019 (3rd consultation) Consultation Y/N within Eurostat + possibility of additional proposals: 12/6/2019 4th consultation - only for new proposals

Possible new elements in strategy Specific user needs expected to play a more predominant role Likelihood of a smaller budget Link to strategic priorities for European Statistics Indicators of achievement (explanation for not achieving compliance rates previous period) More support in fewer projects Practical way forward Establishment of a task force? Volunteers?
