1 Major Initiatives in Hampton Roads
I am here today to talk about two major reforms Virginia has undertaken during the McAuliffe Administration The first is a statewide prioritization process that we established to evaluate and select projects for funding The second is reforms to our public-private partnership program to get the best deal for taxpayers and improve transparency Nick Donohue Deputy Secretary of Transportation April 15, 2019

2 Moving Hampton Roads Significant progress has been made since 2013 in partnership with Hampton Roads Transportation Accountability Commission $4.85 billion in combined investments for major improvements to 39 miles of Interstate 64 64 on the Peninsula High Rise Bridge Hampton Roads Bridge Tunnel

3 64 on the Peninsula End Widening SEGMENT II SEGMENT III Begin Widening
(Under Contract) SEGMENT III SEGMENT II (Under Construction) Begin Widening SEGMENT I (Complete)

4 64 on the Peninsula – Segment I
$114M project 89% funded by the Commonwealth Completed in 2017 Vehicle hours of delay are down 49% since completion

5 64 on the Peninsula – Segment II
$176M project Fully funded by HRTAC Scheduled to be complete this May Utilized recycling techniques that reduced costs and construction time

6 64 on the Peninsula – Segment III
$244M project 50% funded by HRTAC 50% funded by the Commonwealth Scheduled to be completed September 2021

7 I-64 Southside Widening and High Rise Bridge
$525M project 82% of funding from HRTAC 18% of funding from Commonwealth Scheduled to be complete in July 2021

8 I-64 Southside Widening and High Rise Bridge Phase I
Construction is underway Widens 8 miles of I-64 from Bowers Hill to I-464 One express lane the entire length One peak-period right shoulder lane from Route 17 to Great Bridge Blvd Builds a new High Rise Bridge Provides travel choices to commuters and visitors

9 Hampton Roads Bridge Tunnel Expansion
$3.8 billion project 80% of funding comes from HRTAC 10% from toll revenues 10% from Commonwealth Scheduled to be complete by November 2025

10 Hampton Roads Bridge Tunnel Expansion
New tunnels will serve eastbound traffic Replaces existing HRBT trestles Effectively doubles capacity during peak-periods Provides travel choices to commuters and visitors
