1 Roles and Responsibilities
Key Players/Actors for the RCA Programme Management: From RCA GPs: NRs, LCCs, NPCs and NPTs; From the IAEA: TOs and PMOs/RCA FP.

2 1. Roles and Responsibilities of NRs
Appointment: by the Governments of the RCA GPs Qualifications NRs should preferably have a good knowledge of national development priorities, national development programmes and relevant policies, and a familiarity with nuclear applications

Attend all meetings of NRs, convey the views of his/her Government on all issues relating to RCA activities put forward for discussion and take part in the decision making process; Provide strategic guidance to the RCA Programme; Submit proposals for Cooperative Projects on behalf of his/her Government, ensuring that other on-going and planned projects are taken into consideration in proposing new RCA projects;

Notify the Agency of his/her Government's decision to participate in a cooperative project; As appropriate, volunteer to undertake the role of Lead Country or Assistant Lead Country role and ensure provision of communication and other facilities needed by the LCCs to function effectively;

Arrange for relevant NPCs and NPT members to provide them with on-going information concerning the national status of projects past and present so that the NRs can have an overview and analysis of their national status and requirements across the various sectors;

Appoint NTSCs for all the Sectors relevant to his/her country to provide advice and support to him/her on national participation, priorities and sustainability; Report on the progress of the projects of which his or her country is the Lead Country and report on substantive issues brought to their attention by the LCCs at the NRMs;

Ensure timely submission to the Agency of his/her country's annual report and all information on activities carried out within the framework of the RCA Programme, ensuring that the report contains reliable and verifiable data on these activities and that it includes an assessment of the impact of these activities on the country;

Ensure that all measures necessary for the successful implementation of RCA activities are taken in coordination with NPCs and other relevant Government or national bodies; Take appropriate steps to secure the necessary financial support for RCA activities, in consultation and close coordination with the other NRs, his/her national authorities and the Agency;

Ensure the availability of the necessary resources, scientific and technical facilities and the personnel for the implementation of the Cooperative Projects; Appoint suitably qualified persons as NPCs and Alternate NPCs and ensure that they are provided in a timely manner with the necessary information for their activities;

Ensure timely submission of progress reports by the NPCs; Consult NPCs prior to the NRMs and prior to General Conference Meetings (GCMs) on matters relevant to the implementation of the RCA Programme in his/her country and inform the NPCs of the main decisions taken at these meetings;

Nominate suitably qualified persons for participation in RCA events and activities in consultation with the respective NPCs and ensure that they are employed in appropriately related work areas and are members of the NPTs;

Provide information needed by the RCA Regional Office (RCARO) to assist in the task of improving the viability and visibility of the RCA Programme; and Ensure that the decisions made at the Meetings of the NRs are implemented and decisions relevant to the operational procedures of the RCA are included in an on-going revision of the GOR.

13 2. Roles and Responsibilities of LCCs
Appointment: LCCs are appointed by the Meeting of the NRs at which the relevant project is approved for implementation under the RCA Programme. The tenure of the LCCs shall be the duration of the project for which they are appointed.

Provide leadership for the efficient and effective planning, designing, preparation and implementation of the project to achieve its stated aims and objectives; Draft the Project Concept Papers in consultation with the representatives (contact persons) of the other countries;

Develop detailed design of the project using the Logical Framework Approach (LFA), based on the Concept Papers approved for implementation, in consultation with the representatives (contact persons) of the other countries, the relevant technical staff of the Agency and the RCA FP; Monitor the implementation of the projects and progress in participating RCA GPs through reports of and correspondence with the NPCs;

17 2. Roles and Responsibilities of LCCs
Submit six month Progress Reports to his/her NR and to the RCA Secretariat summarizing the status of implementation of the project in all the RCA GPs; Participate in Project Planning and Progress Review Meetings as required and provide leadership for the successful conduct of the meeting;

Prepare and submit the reports of the above meetings to the RCA FP in consultation with the NPCs and the IAEA Representative to the meeting, within two months after the meeting; Submit a final project achievement report to the RCA Secretariat, through his/her NR within six months after the completion of the project; and

Assist the RCARO and the RCA FP in the preparation of the Success Story of the project.

20 3. Roles and Responsibilities of NPCs
Appointment: National Project Coordinators (NPCs) shall be appointed by the RCA GPs for each project in which they are participating. In addition, RCA GPs shall appoint an Alternate NPC, who will have the same role and responsibilities as the NPC. The duration of the appointment of NPCs and Alternate NPCs shall be for the duration of the project.

21 3. Roles and Responsibilities of NPCs
Qualifications: NPCs and Alternate NPCs should have a sound technical knowledge of the project and the ability to provide leadership on the project implementation. They should have abilities in project design, management, monitoring and evaluation.

Provide leadership for implementation of the projects at the national level; Provide information on the progress of the projects to the NR of his country on a regular basis;

Provide NRs with on-going information concerning the national status of projects past and present so that they have an overview and analysis of their national status and requirements across the various sectors;

Provide information through his/her NR to the LCCs on national status and needs of the on-going projects, and information needed for project design when requested by the LCCs;

Establish and maintain links with relevant national institutions, and potential end-users; Establish a National Project Team (NPT) with the approval of the NR, and assign responsibilities for each member;

Recommend to his/her NR the members of the NPTs who could be nominated for RCA events and activities and ensure their timely nomination; Prepare work plans for implementation of the project at national level (National Work Plans), and monitor the progress of implementation through regular consultations with the NPT;

Submit a progress report of project activities to the LCC, the Technical Officer of the project and to the RCA FP twice a year (end of June and end of December); Report on the progress of the project, and future project requirements at the Progress Review Meetings; and

Provide guidance to the participants of regional events in the preparation of country presentations.

29 4. Roles and Responsibilities of NPTs
Appointment: National Project Teams (NPTs) will be appointed by the NPCs with the approval of the respective NR for each project a GP is participating in. Appointment will be for the duration of the project.

30 4. Roles and Responsibilities of NPTs
Qualifications: NPT should include representatives from all major participant groups in the project activities at the national level.

31 4. Roles and Responsibilities of NPTs
NPTs will be responsible for implementation of the project at the national level according to the work plan, under the guidance of the NPC and providing feedback and advice to the NPC on matters relevant to project implementation and achievement of project objectives.
