2 Hall (32nd st), Point Loma, and Mt. Otay.
 THE ELMR SYSTEM Operates on the 380mhz. Government Radio Band.  This System is in use throughout the Region  It uses Digital Technology instead of Analog  We have 4 Repeater sites, Balboa, Donnelly Hall (32nd st), Point Loma, and Mt. Otay.

 Admin channel for NON Priority Communications  Command Channels for Incidents  TAC Channels for Incidents  2-Training Channels are available  Fire Conventional Channel on Zone “A”  Airfield CRASH Channels  Dedicated Fire Emergency Channel  North Island Beach Lifeguards  Region Wide programing

 Keep Emergency Operational Traffic and Daily traffic separate.  Ensure EMERGENCY Activations ( Transmit user Identity.  ELIMINATE delays in Dispatching due to other RADIO traffic. )

8 attention  All units will be Dispatched from this Channel.
 Dispatch will TONE the Station and initiate an ALERT tone ( BEEP BEEP BEEP ) on this channel prior to transmitting Verbal information for EACH Emergency.  ALERT TONING should get every ones attention  Units will be assigned a Channel for the Incident.

9 ONLY CHANNEL  DISPATCH CHANNEL IS FOR DISPATCHES
 STATIONS MAY ACKNOWLEDGE ON THIS CHANNEL  Once in the VEHICLE the assigned COMMAND channel should be used for all Incident traffic between the UNIT and DISPATCH

 The Following Daily NON Priority traffic will be Transmitted on this Channel. On and off the Air Training Delay status In and out off Service (ie… GARAGE etc.) Move up / Cover Questions for Dispatch Contacting other “ON AIR” units for NON Priority / NON Incident traffic. Keep communications short and to the point. GENERALLY THERE IS ONLY ONE DISPATCHER WORKING ALL OF THE METRO FIRE CHANNELS

11 Dispatch During Incidents.
 Used to Communicate Between Units and Dispatch During Incidents.  Use Will Be Assigned by Dispatch  Primarily USED by Battalion 11 UNITS to manage their incidents

12  Used to Communicate Between Units and Dispatch During Incidents.
 Use Will Be Assigned by Dispatch  Primarily USED by Battalion 12 UNITS to manage their incidents

13  Used to Communicate Between Units and Dispatch During Incidents.
 Use Will Be Assigned by Dispatch  Primarily USED by Battalion 13 UNITS to manage their incidents

14  Used to Communicate Between Units and Dispatch During Incidents.
 Use Will Be Assigned by Dispatch  Primarily USED on additional Emergencies when the other Command channels are in use.

15  Used to Communicate Between Units and Dispatch During Incidents.
 Use Will Be Assigned by Dispatch  Primarily USED on additional Emergencies when the other Command channels are in use.

16  These Channels will be used for Tactical communication between Field units.
 Dispatch will not routinely monitor these channels.  It is up to the Discretion of the IC when to use Tac Channels.  Up to 4 Tac channels are available for use

 Fire Prevention daily operations will be conducted on this channel.  If a Fire Prevention official is assigned to an Incident, they will switch over to the Channel assigned to the INCIDENT.

18  A COF LIFEGD this Channel is for the daily operations of the North Island Beach LIFEGUARDS
 This channel can be used to Communicate Directly with the LIFEGUARDS to request their assistance and coordinate Beach Area North Island Beaches  NOTE: The LIFEGUARDS have access to all of our channels as well.

19  A SDF EMRG THIS IS THE CHANNEL THAT THE EMERGENCY BUTTON ACTIVATES
 RIC Team MUST monitor this channel  Dispatch MUST monitor this channel  IC MUST monitor this channel  The radio identification ALIAS is transmitted to the Dispatchers screen when the EMRG button has been activated

20 in a close proximity regardless of the location
 A FIRE CONV and AA ATFP-1,2,3  These are “DIRECT” Radio to Radio channels.  These Channels are “OFF the System”  These Channels are to be used for “Line of site” radio Communications.  These Channels do not use a repeater  These Channels can be used to talk between units in a close proximity regardless of the location  These Channels should be used in locations where “System” coverage is poor or doesn’t exist.  DISPATCH DOES NOT HAVE THIS CAPABILITY

 B SDA CRASH used by the Airfield at North Island for INCIDENTS on the Airfield.  DISPATCH monitors this channel  THE TOWER TONES STATION-11 DIRECTLY using this channel  B SDA BEACH used by the Airfield at Imperial Beach for INCIDENTS on the Airfield.  THE TOWER TONES STATION-14

22  There are many other Regional channels programmed in the Radio, most of which are SPECIAL USE, or dedicated to other Agencies.  These Channels are not typically used by us regularly.  EXAMPLE:  Security, Port ops, Regional Command & Training.  SPECIALTY CHANNELS FOR”BIG NAVY”  Channels for Bases in other areas of the Region.

23  MUST USE SCAN FEATURE  Units in the Field (ON AIR) need to monitor Both DISPATCH and ADMIN CHANNEL  Unit(s) will be Dispatched on DISPATCH  Other unit(s) will contact you on ADMIN for NON Priority Traffic  At the end of your Radio transmission PLEASE verbalize what Channel you are talking on. This helps other units identify what channel to use when Communicating back to you or your unit.

24  USE COMMON FIRE SERVICE TERMS.
 IE: RESPONDING, AT SCENE, AVAILABLE, TRANSPORTING, OFFLOADING, DELAYED RESPONSE, OUT OF SERVICE.  PLEASE DO NOT USE SLANG OR TERMS THAT ARE COMMON FIRE SERVICE TERMS. THIS CAN LEAD TO CONFUSION AND DELAYS.

25 DISPATCHER WHAT PD IS NEEDED FOR. AVAILABLE.
 WHEN REQUESTING PD YOU MUST TELL THE DISPATCHER WHAT PD IS NEEDED FOR.  ROUTINE PD WILL RESPOND WHEN AVAILABLE.  EXPIDITE PD (NO CODE) PD NEEDED ASAP.  COVER NOW (CODE RESPONSE) WHEN FIRE CREW IS IN DANGER.

 Radio traffic split up between Priority and Non Priority Channels  Eliminating DELAYS for Dispatching due to other Traffic on the same channel  Designated use of Channels to increase efficiency  BASE POLICE, LIFEGUARDS and other Regional Agencies are on the same Radio System
